Job Overview:
The Fellow position is designed to support the Human Rights Liaison Unit (HRLU) in its mission to engage with and utilize UN human rights mechanisms effectively. The Fellow will work under the supervision of the Senior Legal Officer and will be involved in various activities, including providing guidance on human rights standards, contributing to the development of legal instruments, and assisting in the preparation of submissions to human rights treaty monitoring bodies. The role requires a proactive approach to keeping colleagues informed about relevant human rights developments and ensuring that the rights of forcibly displaced persons are integrated into UNHCR's advocacy and protection strategies. The Fellow will also engage in standard-setting exercises and contribute to the Universal Periodic Review process, ensuring that UNHCR's positions are well-represented in international discussions.

Duties and Responsibilities:
  • Provide guidance and advice to UNHCR staff on the strategic use of UN human rights mechanisms.
  • Keep colleagues updated on developments in human rights relevant to UNHCR.
  • Contribute to the drafting of new legal instruments and provide legal advice on human rights standards.
  • Assist in preparing Confidential Comments for submission to human rights treaty monitoring bodies.
  • Monitor treaty body sessions and provide feedback on relevant observations and recommendations.
  • Assist in preparing contributions to the Human Rights Council's Universal Periodic Review.
  • Monitor Human Rights Council sessions and inform colleagues about discussions and resolutions.
  • Provide input into reports by Special Procedures mandate holders.
  • Support the Platform of Independent Experts on Refugee Rights (PIERR) by managing communications and logistics for meetings.

Required Qualifications:
The position requires a foundational understanding of human rights law, political science, or a related field. The candidate should possess strong analytical skills and the ability to communicate effectively with diverse stakeholders. Familiarity with UN human rights mechanisms and standards is essential, as well as the ability to work collaboratively in a team environment. The Fellow should demonstrate a commitment to the protection of human rights and the rights of forcibly displaced persons.

Educational Background:
Candidates should have completed studies in law, human rights, political science, or a related field. A strong academic background in these areas is essential to understand the complexities of international human rights law and its application to the protection of vulnerable populations.

Experience:
This is an entry-level position, and while prior experience in human rights or legal work is beneficial, it is not mandatory. The organization values fresh perspectives and is open to candidates who have relevant academic backgrounds and a strong interest in human rights advocacy.

Languages:
English is required for this position, and proficiency in other UN languages is desirable. Candidates should be able to communicate effectively in English, both verbally and in writing, to engage with international colleagues and stakeholders.
