Job Overview: The consultant will be responsible for developing a Gender Strategy for the National Police of Ivory Coast, which includes an operational and budgeted action plan. This strategy aims to institutionalize gender integration within the police force and enhance the contribution of the National Police to the implementation of the Women, Peace, and Security (WPS) agenda, particularly regarding the significant participation of female police officers in peacekeeping operations (PKOs). The consultant will analyze the legal, institutional, and organizational framework of the National Police from a gender perspective, evaluate existing institutional capacities, and identify obstacles and opportunities for gender equality and the participation of female officers.
Duties and Responsibilities: The consultant will conduct a thorough review of relevant legal texts, public policies, and strategic documents related to gender equality and the WPS agenda. They will analyze the results of the MOWIP evaluation conducted within the National Police and identify strategic implications for gender integration. The consultant will perform a gender-sensitive institutional diagnosis, analyze available data on recruitment, training, and career management, and identify obstacles to gender integration. They will also propose measures to enhance institutional commitment to gender equality, facilitate participatory consultations with stakeholders, and develop a comprehensive Gender Strategy and action plan for the National Police, including performance indicators and monitoring mechanisms.
Required Qualifications: Candidates must hold at least a Bac+4 degree (Master's or equivalent) in social sciences, law, gender studies, international relations, governance, security, or a related field. They should have a minimum of two years of professional experience in gender equality, gender integration in public policies, or the security sector. Experience in developing strategies, public policies, or institutional frameworks related to gender is essential, along with knowledge of the WPS agenda and gender-sensitive institutional mechanisms.
Educational Background: A minimum of a Bac+4 degree (Master's or equivalent) in relevant fields such as social sciences, law, gender studies, international relations, governance, or security is required for this position.
Experience: Candidates should have at least two years of professional experience in gender equality, gender integration in public policies, or the security sector. They should also have experience in conducting gender-sensitive institutional diagnostics and developing gender-related strategies or action plans for public institutions or international organizations.
Languages: Fluency in French is mandatory, while knowledge of English or another UN language is considered an asset but not a requirement.
Additional Notes: The consultancy will involve a series of deliverables with specific timelines and payment schedules based on the completion of tasks. The consultant is responsible for their own medical insurance during the contract period, and the organization will not cover any additional costs.
