Job Overview: The consultant will support the National Police of Ivory Coast in developing and adopting a ministerial decree aimed at enhancing gender-sensitive management of peacekeeping operations. This role involves participatory drafting of the decree, mapping the current management system of peacekeeping operations, and identifying gaps in gender equality. The consultant will analyze existing legal frameworks and propose necessary adjustments, draft the ministerial decree and its operational annexes, and facilitate a validation workshop with key stakeholders. The ultimate goal is to create a formal and sustainable institutional framework that promotes women's participation in peacekeeping operations, thereby contributing to gender equality and effective governance in security sectors.
Duties and Responsibilities: The consultant will work under the authority of the UN Women Resident Representative in Ivory Coast and in close collaboration with the National Police Directorate General. Key responsibilities include consulting with stakeholders involved in peacekeeping operations, proposing a gender-sensitive ministerial decree, organizing a validation workshop, and facilitating advocacy sessions for the decree's adoption. The consultant will also be responsible for delivering a series of reports and drafts throughout the consultancy period, ensuring that all outputs meet the required standards and timelines.
Required Qualifications: Candidates must possess a minimum of a Master's degree in public or administrative law, public policy, gender studies, political science, public administration, or a related field. They should have at least two years of relevant professional experience in institutional or regulatory reforms, ideally within the security or governance sectors. Proven experience in integrating gender into public policies, programs, or institutional reforms, particularly related to the Women, Peace, and Security agenda and UN Security Council Resolution 1325, is essential. Additionally, candidates should have experience drafting administrative and regulatory texts, such as decrees or standard operating procedures, and collaborating with public institutions in security, justice, or public administration sectors.
Educational Background: A Master's degree (minimum Bac+5 or equivalent) in relevant fields such as public law, public policy, gender studies, political science, or public administration is required. This educational background should provide a solid foundation for understanding the complexities of gender issues within institutional frameworks and governance.
Experience: Candidates should have a minimum of two years of relevant experience in institutional and regulatory reforms, particularly in the security or governance sectors. Experience in gender integration within public policies and programs, as well as familiarity with the Women, Peace, and Security agenda, is crucial. Proven ability to draft regulatory texts and collaborate with public institutions is also necessary.
Languages: Fluency in French is mandatory, while knowledge of English or another UN language is considered an asset but not a requirement.
Additional Notes: The consultancy is expected to last for fifteen (15) working days. Payment will be made upon the delivery of specific deliverables as outlined in the consultancy agreement. The consultant is responsible for their own medical insurance during the contract period, which should include international coverage if applicable.
