Job Overview: The Senior Specialist, Employers Activities position is situated within the Bureau for Employers' Activities (ACT/EMP) of the ILO. This role is crucial as it involves providing high-level technical and policy advisory services to Employers, Business, and Membership Organizations (EBMOs) in a specific geographical area. The incumbent will manage technical activities and advocate for new strategies and policies that align with the ILO's Decent Work Agenda. The position requires a high degree of autonomy and accountability in managing funds and achieving objectives set by the ILO Governing Body. The Senior Specialist will serve as a liaison between the ILO and the employer community, ensuring that the needs and priorities of employers are reflected in ILO policies and programs. This role also involves leading teams, conducting needs assessments, and developing work plans that enhance the effectiveness of EBMOs.
Duties and Responsibilities:
Plan, manage, and coordinate the work program with each EBMO, ensuring alignment with ACT/EMP procedures and a results-based management framework.
Lead the design and implementation of programs and policies that enhance the technical leadership of the ILO in employer-related issues.
Provide thought leadership and coordinate initiatives to ensure policy coherence across ILO's strategic objectives.
Strengthen institutional frameworks and provide technical advice to improve the operational effectiveness of EBMOs.
Support EBMOs in identifying needs and provide technical support for policy design and implementation.
Contribute to Decent Work Country Programmes and ensure an integrated approach to the Decent Work Agenda.
Conduct innovative research to meet the evolving needs of employers and stakeholders.
Formulate development cooperation activities aligned with EBMOs' priorities. 1
Identify opportunities for partnerships to advance the Decent Work Agenda. 1
Represent the ILO at international meetings and advocate for the Decent Work Agenda. 1

Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in economics, business administration, law, industrial relations, social sciences, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with two additional years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have a comprehensive understanding of EBMOs and their operations, as well as the ability to lead and oversee the development and implementation of labor-related programs and policies.
Educational Background: An advanced level university degree (Master’s or equivalent) in relevant fields such as economics, business administration, law, industrial relations, or social sciences is required. A first-level university degree (Bachelor’s or equivalent) with additional relevant experience may also be considered.
Experience: At least ten years of experience is required, including international experience in employers’ organizations or comparable roles in development cooperation management. Candidates should have practical experience in institutional capacity building for EBMOs at a senior level.
Languages: Excellent command of English is mandatory. A working knowledge of French is considered an advantage, enhancing communication with a broader range of stakeholders.
