Job Overview: The Epidemiology and Surveillance Officer I is responsible for providing hands-on technical support and managing staff to enhance epidemiological surveillance activities funded by the DOS in Indonesia. This role involves collaborating with local ministries in health, agriculture, and environment to develop and update strategies for infectious disease detection and surveillance. The officer will support the planning and implementation of activities aimed at improving the quality and performance of epidemiology and surveillance services. The position requires close collaboration with STRIDES country and headquarters teams to evaluate program effectiveness and provide technical assessment reports. The officer will also contribute to annual work planning, develop guidelines and policies, and participate in technical meetings, ensuring that the implementation of strategies aligns with best practices and international standards.
Duties and Responsibilities: The duties of the Epidemiology and Surveillance Officer I include contributing to the epidemiology and public health surveillance components of the project, supporting the design and implementation of technical activities for event- and indicator-based surveillance, and preparing training materials and delivering training to various stakeholders. The officer will monitor project protocols, maintain data sets, and provide technical assistance to national counterparts to fulfill national objectives related to epidemiologic surveillance strategies. Responsibilities also include developing technical briefs and reports, conducting analyses to identify areas for improvement, and providing onsite technical assistance to enhance national expertise in health management information systems. The officer will work with project management to define and implement work plans, monitor project deliverables, and ensure compliance with budgets. Additionally, the officer will support the M&E specialist in updating frameworks and preparing reports summarizing project progress and lessons learned.
Required Qualifications: Candidates must possess in-depth knowledge of public health surveillance concepts and practices, with extensive experience in strengthening disease surveillance systems at both national and subnational levels. They should have experience in developing scopes of work and deliverables for partners and consultants, as well as proficiency in database management software. The ideal candidate will demonstrate sensitivity to cultural diversity and possess excellent organizational, analytical, and project management skills. Strong communication skills are essential, along with the ability to influence and collaborate with others effectively.
Educational Background: A Bachelor’s Degree or its international equivalent in epidemiology, public health, or a health-related field is required for this position. Relevant training in epidemiology and surveillance, such as participation in Field Epidemiology Training Programs, is desirable. Candidates should have a solid understanding of public health principles and practices, particularly in relation to infectious disease control.
Experience: The position requires at least 2 years of relevant experience working in epidemiology and public health programs focused on infectious diseases, health analysis, and statistics. Prior experience in a non-governmental organization, government agency, or private organization is preferred. Experience in international or domestic program development and management is also advantageous, particularly with US government-funded projects and familiarity with their regulations and reporting requirements.
Languages: Fluency in English and Bahasa Indonesian is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is based in Indonesia and may require up to 25% travel within the country. The job is full-time and does not involve supervisory responsibilities. The officer will report to the Senior Epidemiology and Surveillance Officer.
