Job Overview: The Financial Control Officer position is situated within the Technical Assistance Section (CTLA-TA) of the administration" style="border-bottom: 1px dotted #007bff !important;">Loan Administration Division (CTLA) in the Controller's Department (CTL) at ADB. This role is crucial for managing accounting and financial administration functions related to disbursements for ADB's Technical Assistance (TA) projects. The officer will be stationed at the Resident Mission Office in Bangkok, Thailand, and will report to the Assistant Controller of CTLA and other designated international staff. The primary responsibilities include ensuring compliance with fiduciary and internal financial controls, preparing management information and reports for monitoring TA projects, revising financial procedures to align with the new TA Policy, and providing quality client service to various stakeholders involved in project implementation. The officer will also oversee the development and implementation of information technology systems to streamline processes and support ADB's Organizational Resilience (OR).
Duties and Responsibilities: The Financial Control Officer will undertake a variety of duties, including but not limited to: preparing management information and reports to facilitate corporate and country-level monitoring of TA projects; supporting the revision of financial procedures and the TA Disbursement Handbook to ensure alignment with the new TA Policy; ensuring that disbursement operations for TA grants comply with ADB's policies and guidelines; monitoring transaction volumes and processing times to meet service level standards; overseeing the reconciliation of suspense accounts and facilitating liquidation and accounting entries; providing quality client service and advice to TA supervising units, consultants, and service providers during project implementation; and overseeing functional user support in the development, testing, and implementation of information technology systems to enhance operational efficiency. Additionally, the officer will support CTL's OR and business continuity by managing accounting and financial administration for TA project disbursements, which may extend to other areas of CTL work, including non-sovereign loans and ADB administrative payments.
Required Qualifications: Candidates for the Financial Control Officer position must possess a bachelor's degree in accounting, business administration, or finance. Advanced training or an internationally recognized professional certification, such as Certified Public Accountant (CPA) or Chartered Accountant (CA), is preferred. Additionally, candidates should have at least 8 years of relevant experience in related fields. A working knowledge of business technologies in a computerized environment, particularly with large databases and accounting software, is essential. Experience with enterprise resource planning (ERP) systems is desirable. Candidates should also have knowledge of multilateral development or international banking, accounting practices, systems, guidelines, and reports. After the initial fixed-term period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff member's performance, suitability for employment, and the organization's needs. It is important to note that this appointment is not convertible to a regular appointment.
