Job Overview: The consultant position is focused on supporting the preparation for meetings of civil registrars from South-East Asia and South Asia. The consultant will be responsible for drafting and finalizing background papers on critical topics such as CRVS data sharing and resilience in the context of civil registration. Additionally, the consultant will prepare presentations for the meetings and assist in documenting the proceedings, including note-taking and drafting meeting reports. This role is essential in ensuring that civil registration systems are strengthened and that vital statistics are accurately captured and utilized for policy-making and resource allocation. The overarching goal of this consultancy is to enhance the understanding and implementation of effective civil registration and vital statistics systems in the region, which are crucial for achieving sustainable development and ensuring that no one is left behind.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Drafting and finalizing a comprehensive background paper on CRVS data sharing in South Asia, which will involve researching current practices, challenges, and opportunities for improvement.
Drafting and finalizing a background paper on resilience in the context of CRVS, focusing on how civil registration systems can adapt to and recover from various shocks, including natural disasters and public health emergencies.
Preparing engaging presentations for both meetings of civil registrars networks, ensuring that the content is relevant and informative.
Supporting the meeting proceedings by taking detailed notes and drafting reports that capture the discussions, decisions, and action points from the meetings.
Collaborating with ESCAP and Bloomberg Philanthropies to document existing practices related to data sharing for CRVS systems and emerging lessons on resilience in South-East Asia.
Facilitating knowledge exchange among civil registrars and documenting common challenges faced in the region.
Engaging with stakeholders to promote effective data sharing protocols and interoperability among government agencies involved in civil registration and vital statistics.
Required Qualifications: The position requires a Bachelor's degree in Demography, Statistics, or a related field. An advanced degree in these areas is considered an advantage. The consultant must have at least five years of experience providing technical assistance to strengthen national CRVS systems. A strong understanding of official statistics in the Asia-Pacific region is essential, along with working experience with a national statistical office in the region. The consultant should possess strong drafting skills, enabling them to summarize complex technical material and articulate ideas clearly and concisely. Excellent planning, communication, and organizational skills are also required to effectively manage the responsibilities of this role.
Educational Background: Candidates must hold a Bachelor's degree in Demography, Statistics, or a related field. An advanced degree in these disciplines is preferred and will enhance the candidate's qualifications for the role. The educational background should provide a solid foundation in statistical analysis, data interpretation, and understanding of civil registration systems.
Experience: The consultant should have a minimum of five years of relevant experience in providing technical assistance to strengthen national CRVS systems. This experience should include a strong understanding of civil registration and vital statistics systems, as well as familiarity with the challenges and opportunities present in the Asia-Pacific region. Experience working with national statistical offices is desirable, as it will provide insights into the operational aspects of CRVS systems.
