Job Overview:
The National Consultant will play a crucial role in integrating Gender-Responsive Disaster Risk Reduction (GR-DRR) perspectives and Violence against Women/Girls (VAW/G) prevention and response measures into Indonesia's National Disaster Preparedness Module ecosystem, which includes frameworks such as Disaster-Resilient Villages (DESTANA), Disaster-Resilient Families (KATANA), and Disaster-Resilient Houses of Worship (RITB). The consultant will work closely with the UNFPA Country Office and various stakeholders to ensure that gender perspectives are incorporated into disaster preparedness planning and budgeting at the village level. This position requires a deep understanding of gender issues in disaster management and the ability to transform the approach to protecting vulnerable groups from passive recipients into active participants in disaster preparedness and response.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive review of the KATANA, DESTANA, and RITB frameworks to identify gaps in gender perspectives and VAW/G prevention measures. This includes conducting stakeholder consultations through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with disaster management agencies and women's rights organizations. The consultant will develop a Gender & VAW/G Gap Analysis Report, create technical supplementary materials for existing preparedness modules, and draft a policy brief advocating for the integration of gender-responsive programs into village planning and budgeting. The consultancy will be carried out over 50 workdays, with deliverables due at the end of April and June 2026, and will require intensive consultation with various stakeholders.

Required Qualifications:
Candidates must possess an advanced degree in Social Sciences, Disaster Management, Demography, Gender, Public Health, or related fields. A minimum of five years of relevant work experience in writing, gender issues, public health, or disaster management is required. The consultant should be an expert in the Pentahelix concept in disaster management and have a solid understanding of global instruments such as the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals (SDGs). Excellent communication, facilitation, and report-writing skills in both English and Bahasa Indonesia are essential.

Educational Background:
An advanced degree in relevant fields such as Social Sciences, Disaster Management, Demography, Gender, Public Health, or other related disciplines is required for this position. This educational background will provide the necessary theoretical and practical knowledge to effectively integrate gender-responsive measures into disaster preparedness frameworks.

Experience:
The position requires a minimum of five years of relevant work experience, particularly in areas related to gender, public health, or disaster management. Candidates should have experience in developing national guidelines, teaching materials, or other relevant products in disaster management. A sample of previous work may be requested to demonstrate expertise and capability in this field.

Languages:
Fluency in both English and Bahasa Indonesia is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and materials in both languages.

Additional Notes:
The consultancy is expected to last for approximately four months, with a total of 50 workdays. The consultant will work remotely but will need to engage intensively with the UNFPA Country Office and other relevant stakeholders. The final deliverables are due by the end of June 2026, and the consultant may be required to conduct field missions as per the approved work plan.
