Job Overview: The Program Manager for the Multisectoral Emergency Response Program will oversee the development and implementation of the program financed by OCHA. This role requires managing the project cycle from design to close-out, ensuring adherence to CRS quality principles, donor guidelines, and best practices in the field. Duties and Responsibilities: The Program Manager will provide comprehensive management and technical oversight for all projects within the multisectoral emergency response program. Key responsibilities include ensuring project design, implementation, and close-out align with CRS standards and donor requirements. The manager will supervise project staff, manage team dynamics, and ensure staff well-being through coaching and performance management. Responsibilities also include leading program learning initiatives, facilitating the dissemination of best practices, overseeing technical assistance and capacity strengthening for staff and partners, and ensuring compliance with financial plans and project expenditures. The role requires a proactive approach to identifying and strengthening partnerships relevant to the program.
Required Qualifications: Candidates must possess a Bachelor’s Degree in International Development or International Relations, with additional experience potentially substituting for some educational requirements. A minimum of 5 years of relevant field-based project management experience is required, with at least 3 years in emergency response projects. Preferred qualifications include a Master's Degree and experience working with international NGOs, particularly with the CBPF.
Educational Background: A Bachelor’s Degree in a relevant field such as International Development or International Relations is essential. A Master's Degree is preferred and may enhance the candidate's profile, especially for those with experience in emergency response and international NGOs.
Experience: The position requires a minimum of 5 years of project management experience in relevant fields, with a strong preference for candidates who have at least 3 years of experience managing emergency response projects. Experience in environments with short timelines is particularly valuable, as is familiarity with managing grants from multiple public donors, including USAID.
Languages: Fluency in French is mandatory for this position, while proficiency in English is considered a plus. This bilingual requirement is essential for effective communication within the program and with stakeholders.
Additional Notes: The position is full-time and includes supervisory responsibilities. Candidates must be willing to travel up to 25%.
