Job Overview:
The HR Digital Transformation Lead will be responsible for designing and implementing a comprehensive HR digital transformation workplan that integrates workforce analytics into executive decision-making processes. This role is pivotal in synthesizing data across various systems, connecting people metrics to operational outcomes, and shaping UNFPA's People Strategy to align with evolving organizational needs. The incumbent will drive data literacy and cultivate a culture of curiosity, enabling effective use of analytics in daily operations. Reporting directly to the Director of the Division for Human Resources, the position involves managing a team and overseeing the digitalization of HR operations through technology and process reengineering. The goal is to enhance employee engagement, improve customer satisfaction, and support ITSO's overall business objectives through innovative digital solutions.

Duties and Responsibilities:
  • Lead the strategic design and governance of a comprehensive HR digital transformation workplan aligned with the DHR People Strategy to achieve operational excellence.
  • Manage stakeholder relationships to ensure a cohesive approach to digital HR transformation and seamless implementation of systems and processes.
  • Ensure compliance with all regulatory requirements and organizational standards, maintaining operational integrity.
  • Oversee the management of Service Level Agreements, budgeting, and results reporting for the Division of HR.
  • Lead the re-engineering and automation of HR business processes focusing on efficient end-to-end employee experiences.
  • Partner with various departments to ensure data consistency and governance across systems.
  • Manage the deployment of integrated digital solutions to streamline core HR functions.
  • Direct the HR input for ERP transformation, ensuring alignment with design principles.
  • Manage the creation of jobs, organizational structures, and performance effectiveness. 1
  • Design and implement a Workforce Planning methodology tailored to UNFPA for accurate forecasting of HR requirements. 1
  • Enable HR teams with self-service analytics and reduce manual reporting through automation. 1
  • Establish and evaluate key performance indicators to assess the impact of transformation initiatives. 1
  • Engage regularly with HR Business Partners and participate in DHR Division leadership teams.

Required Qualifications:
  • Master’s degree in Management Information Systems, Statistics, Computer Sciences, Information Sciences, Human Resources, Business Administration, or a related discipline.
  • Ten years of progressively responsible experience in HR systems, workforce planning, and/or HR analytics.
  • Recognized expertise in analytical approaches applied to Human Resources information.
  • Full command of HR systems, platforms, and application management, including automation and modern self-service development.
  • Proven project management skills coupled with strong collaboration and team skills.
  • Excellent written and oral communication skills with the ability to explain complex issues clearly.
  • Strong client orientation and outreach skills, with the ability to influence effectively and gain commitment.

Educational Background:
A Master’s degree in a relevant field such as Management Information Systems, Statistics, Computer Sciences, Information Sciences, Human Resources, Business Administration, or a related discipline is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage HR digital transformation initiatives and workforce analytics.

Experience:
Candidates must have at least ten years of progressively responsible experience in HR systems, workforce planning, and/or HR analytics. This experience should demonstrate a recognized expertise in analytical approaches applied to Human Resources information, as well as a proven ability to manage complex projects and collaborate effectively with stakeholders at all levels.

Languages:
Fluency in English is required for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is desirable and would be considered an asset in the role.
