Job Overview:
The National AAP Working Group Co-Coordinator will play a crucial role in leading and facilitating a coordinated approach to accountability to affected people (AAP) within the humanitarian response in Ukraine. This position is vital in ensuring that humanitarian actions are informed by the perspectives and priorities of those affected by crises. The role involves working closely with various stakeholders, including local authorities and civil society, to enhance community engagement and feedback mechanisms. The Co-Coordinator will be responsible for strengthening linkages between the AAP Working Group and other relevant clusters and thematic areas, ensuring that community engagement strategies are harmonized and effective. This position requires frequent travel to different duty stations within Ukraine and is a six-month assignment reporting to the International AAP Working Group Coordinator hosted by UNHCR.

Duties and Responsibilities:
As the National AAP Working Group Co-Coordinator, the individual will be responsible for coordinating and co-facilitating the AAP Working Group, ensuring active participation and engagement from national actors. Key responsibilities include:
  • Strengthening linkages between the AAP Working Group and other clusters and thematic areas to ensure complementary approaches.
  • Supporting the design and implementation of AAP capacity-building strategies and tools for national and sub-national actors.
  • Ensuring that community perspectives are integrated into decision-making processes by enhancing feedback pathways and analyzing trends.
  • Mapping and documenting AAP initiatives to optimize resources and reduce duplication.
  • Representing AAP priorities in relevant coordination forums and preparing updates for senior-level platforms.
  • Delivering training and support on AAP to working group members and local authorities.
  • Supporting UNHCR’s internal AAP mechanisms through monitoring and gap analysis.

Required Qualifications:
Candidates must demonstrate experience in community engagement, AAP, or community-based protection within humanitarian operations. They should have experience in facilitating multi-stakeholder coordination, including collaboration with government and civil society partners. Additionally, candidates should possess strong analytical skills, the ability to synthesize feedback, and identify implications for programs. Fluency in both Ukrainian and English is mandatory, and candidates should have a university degree in political science, social science, international studies, or a related field.

Educational Background:
A university degree in political science, social science, international studies, or another relevant field is required for this position. This educational background is essential to understand the complexities of humanitarian operations and community engagement effectively.

Experience:
Candidates should have demonstrable experience in community engagement, accountability to affected people, or related fields within humanitarian operations. Experience in facilitating coordination among multiple stakeholders, including government and civil society, is crucial. Additionally, candidates should have experience in delivering training and capacity-building initiatives to diverse teams.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is a six-month assignment based in Kyiv, Ukraine, with frequent travel to other duty stations. Ukrainian citizenship is required for this role. The position is full-time, and candidates should be prepared for a thorough background check as part of the recruitment process.
