Job Overview:
The position of Advisor, ITD and Head, Technology Strategy and Engineering Unit is a critical role within the Information Technology Department (ITD) of ADB. This position is responsible for leading the Technology Strategy and Engineering Unit (ITOD-TSEU) and will report directly to the Director General of ITD. The primary focus of this role is to enable teams to deliver innovative solutions efficiently while providing technical leadership, establishing standards, and driving technical excellence through a user-centric approach. The successful candidate will partner with ITD's Leadership Team to shape and execute the technology strategy and roadmap, ensuring alignment with organizational goals. The role also involves overseeing the adoption of technology standards and advocating for user-centric design to enhance product delivery. As the chief technologist, the Advisor will provide guidance across various ITD units, including product delivery, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security, infrastructure, innovation, and data management.

Duties and Responsibilities:
The duties and responsibilities of the Advisor, ITD and Head, Technology Strategy and Engineering Unit include:

• Strategy & Roadmap: Collaborate with ITD's Leadership Team to develop and refine the technology strategy and roadmap. Conduct business impact analyses and establish technology governance. Advocate for user-centric design and ensure alignment of teams around shared priorities.
• Technical Excellence: Provide expert technical input into strategic decisions and reviews across design, architecture, development, implementation, and operations. Define well-architected frameworks and enhance developer experience through automated platforms. Lead technical reviews and mentor product team engineers on coding standards.
• Innovation Culture: Drive innovation by staying updated with emerging technologies and industry trends. Oversee innovation governance and build strategic partnerships with technology providers. Foster a culture of innovation and continuous learning within the unit, promoting knowledge sharing and training.

Required Qualifications:
The required qualifications for this position include:

• A Master's degree in computer science or a relevant field, or a university degree with at least 10 years of specialized experience.
• A minimum of 15 years of relevant professional experience in multiple IT disciplines, including infrastructure & operations, enterprise architecture, application development, platform engineering, and information security.
• International experience working in various countries and knowledge of both traditional and cloud-native infrastructure.
• Strong understanding of modern technologies and best practices, with the ability to rapidly comprehend new technologies and their potential impact.
• Exceptional coding proficiency across multiple programming languages or frameworks, with familiarity in cybersecurity principles and practices.
• Experience with Agile methodologies and DevOps practices, along with excellent leadership and people management skills.

Educational Background:
Candidates must possess a Master's degree in computer science or a related field. Alternatively, a university degree combined with at least 10 years of specialized experience relevant to the position may be considered. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to excel in this role.

Experience:
The position requires at least 15 years of relevant professional experience in various IT disciplines. This extensive experience is crucial for the candidate to effectively lead the Technology Strategy and Engineering Unit and provide expert technical guidance across multiple areas of IT, including infrastructure, application development, and information security. International experience is also highly valued, as it demonstrates the candidate's ability to navigate diverse environments and collaborate with teams across different cultures.

Languages:
Written and verbal proficiency in English is mandatory for this position. This proficiency is essential for effective communication within the organization and with external stakeholders. Additional Notes:
This appointment is a fixed-term managerial position for an initial period of 3 years, with the possibility of renewal based on ADB's organizational needs and the staff's competencies.
