Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position involves contributing to the analysis and optimization of the existing security system, proposing corrective measures, and supporting the implementation of actions aimed at better securing the personnel and assets of CRS. The role requires constant monitoring of the current security context in the region, evaluating it to present succinct reports, and proposing additional protocols or updates to the Field Security Plan (SFP) and Standard Operating Procedures (SOP) as necessary. The Security Officer will be based in Goma and will work closely with the Regional advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor to ensure strict adherence to security rules by auxiliary staff dedicated to this task, overseeing the security of assets, offices, and residences to prevent and minimize various risks.
Duties and Responsibilities: Key responsibilities include continuously collecting security information from authorities and partners such as the UN, NGOs, and local authorities; analyzing this information and keeping the office chief/project manager informed of any situations that may affect CRS and its partners; systematically orienting visitors and newly recruited agents on security context, safety instructions, and travel restrictions within the first 24 hours; updating the Field Security Plan annually; initiating or updating security memos as needed; finalizing and disseminating contingency plans to staff via email and during meetings; maintaining communication trees and testing their functionality monthly; participating in security meetings organized in Goma; creating and maintaining a network for contextual and security information exchange; developing and managing an incident reporting and mapping system; ensuring the proper functioning of security equipment at the office, residences, and warehouses.
Required Qualifications: Preferred qualifications include experience with a local or international NGO, with additional training potentially substituting for some experience. Competence in MS Office software (Excel, Word, PowerPoint, Visio) and information management systems is essential. Candidates should have proven experience in defense and security forces, demonstrate good personal morality and integrity, be able to work in a team, and communicate effectively in French (spoken and written). English is considered an asset.
Educational Background: A graduate degree in security, logistics, transport, or a relevant field is required. Candidates should possess a minimum of 5 to 7 years of professional experience in security-related functions.
Experience: The position requires a minimum of 5 to 7 years of relevant professional experience in security roles, demonstrating a solid understanding of security protocols and practices.
Languages: Mandatory languages include French (reading and writing) and local languages. Proficiency in English is considered an asset.
Additional Notes: The role may require travel up to 50%. The position is full-time and may involve working with international and national staff.
