Job Overview:
The position of International Consultant specializing in sustainable blue economy is crucial for the United Nations Environment Programme (UNEP) as it aims to conduct a rapid assessment of Vanuatu's readiness to transition towards a sustainable blue economy. This role involves preparing a tailored Sustainable Blue Economy (SBE) strategy and action plan that will guide and enable the transition. The consultant will work closely with various stakeholders, including the national government, local communities, and international partners, to gather and synthesize information on Vanuatu's current status regarding its marine and coastal resources. The consultant will be responsible for conducting assessments, facilitating workshops, and ensuring that the recommendations are aligned with the needs and capacities of the stakeholders involved. This position is home-based, allowing for flexibility while still requiring close collaboration with the UNEP team and Vanuatu's national stakeholders.

Duties and Responsibilities:
The consultant will undertake a variety of duties and responsibilities, including: conducting a rapid assessment of Vanuatu's readiness to transition to a sustainable blue economy; reviewing existing blue economy policies; preparing an integrated SBE strategic action plan; analyzing legislative and policy frameworks; assessing institutional capacities and infrastructures; compiling existing data on marine and coastal ecosystem services; identifying key economic sectors and challenges; proposing strategic recommendations for SBE governance; organizing inclusive multi-stakeholder consultations; and compiling and reviewing national frameworks relevant to sustainable blue economy. The consultant will also be responsible for preparing reports and documentation that summarize findings and recommendations, ensuring that all stakeholder contributions are considered and integrated into the final outputs.

Required Qualifications:
Candidates must possess an advanced degree (master’s or PhD) in marine sciences, environmental economics, natural resource management, coastal development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have at least 7 years of experience in designing sustainable blue economy strategies and policies, marine resource management, integrated coastal zone management, or marine spatial planning protocols. Experience working in Small Island Developing States (SIDS), particularly in the Pacific region, is essential. Excellent writing, communication, and presentation skills are required, along with proven experience in subjects related to Sustainable Blue Economy. Previous experience conducting similar assignments at regional or global levels is desirable, as is experience in facilitating multi-stakeholder participatory workshops.

Educational Background:
An advanced degree (master’s or PhD) in marine sciences, environmental economics, natural resource management, coastal development, or a related field is required for this position. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the project.

Experience:
The position requires a minimum of 7 years of relevant experience in designing sustainable blue economy strategies and policies, marine resource management, integrated coastal zone management, or marine spatial planning protocols. Candidates should have a strong background in working with SIDS, preferably in the Pacific region, and demonstrate previous experience conducting assessments and facilitating multi-stakeholder participatory workshops. This level of experience is crucial for understanding the complexities and challenges associated with transitioning to a sustainable blue economy.

Languages:
Fluency in oral and written English is mandatory for this consultancy position. While English is the primary working language of the United Nations Secretariat, knowledge of French is also beneficial and may enhance communication with a broader range of stakeholders.
