Job Overview:
The position of Spatial Data Application Developer is crucial for the GEF Biodiversity and Land Degradation Unit within UNEP. The primary objective of this consultancy is to develop a spatially referenced database tool based on the initial spatial information platform known as the Geospatial Intelligence Results Platform (GRIP). This tool will incorporate improved User Interface/User Experience (UI/UX) and geospatial functionalities that adhere to UN OICT-approved standards and technologies. The successful candidate will be responsible for the full deployment of the spatial tool, ensuring comprehensive documentation is provided, and building stakeholder capacity through targeted training. This will enable effective use of the tool and promote data-driven decision-making. The spatial tool aims to enhance the understanding of the geographic context and spatial extent of project interventions, improve monitoring capabilities, and provide deeper insights into project impacts. It will also facilitate coordination among partners, helping to identify synergies and avoid duplication of efforts, while serving as a secure hub for storing and sharing project-generated spatial data. Ultimately, this role is pivotal in improving the cost efficiency of data collection and enhancing collaboration across various initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Spatial Data Application Developer include:
  • Developing a user information collection component that allows users to upload and manage their data within the spatial tool.
  • Integrating the GEF Biodiversity & Land Degradation Unit's data holdings and hosting requirements with UNEP’s data management system.
  • Creating a data analysis component that enables users to utilize their own and global datasets to report against specific indicators.
  • Designing a visualization component that provides appropriate and useful visualizations of data and indicators.
  • Implementing a synthesis and reporting component that generates tailored reports specific to user requirements.
  • Collaborating with the Enterprise Solutions Section (ESS) Unit, Corporate Services Division, under the direct supervision and overall guidance of the Programme Officer in charge of Knowledge Management of the GEF Biodiversity and Land Degradation Unit based in Panama City.
  • Ensuring that the spatial tool is fully operable and meets the needs of the GEF Biodiversity and Land Degradation global portfolio.

Required Qualifications:
The required qualifications for the Spatial Data Application Developer position include:
  • An advanced degree in Geographic Information Systems (GIS), Data Science/Analytics, Information and Communication Technology (ICT), Software Engineering, Computer Science, Engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience in the required field may be accepted in lieu of the advanced degree.
  • At least 5 years of experience related to database development and archiving, software systems analysis, design, and development.
  • Proven experience in geospatial information management, with a strong background in data monitoring, reporting, and visualization for environmental or development programs.
  • High proficiency in at least four of the following technologies: React, MS SQL, MySQL, ASP.NET, C-sharp, Java, Geographic Information System (GIS), PHP, and JavaScript is considered an asset.

Educational Background:
Candidates must possess an advanced degree in one of the following disciplines: Geographic Information Systems (GIS), Data Science/Analytics, Information and Communication Technology (ICT), Software Engineering, Computer Science, Engineering, or a related field. In cases where a candidate holds a first-level university degree, they must also have two additional years of qualifying experience in the required field to be considered for the position.

Experience:
The position requires a minimum of 5 years of relevant experience in database development and archiving, software systems analysis, design, and development. Candidates should also have experience in geospatial information management, particularly in data monitoring, reporting, and visualization for environmental or development programs.

Languages:
Fluency in oral and written English is required for this position, as English and French are the working languages of the United Nations Secretariat. A working knowledge of other UN languages is considered an asset, enhancing the candidate's profile.
