Job Overview: The Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is situated within the Real Estate and Facilities Management (REFM) Division C of the Directorate of Resources and Services at ESA. The role is crucial for ensuring that safety, security, and environmental regulations are effectively implemented across the ESOC (European Space Operations Centre), EAC (European Astronaut Centre), and ESEC (European Space Security and Safety Centre) sites. The officer will provide expert safety and security advice to the Heads of Establishment or Centre, ensuring compliance with local legislation and ESA policies. This position requires a proactive approach to managing safety and security protocols, overseeing the implementation of safety measures, and ensuring that all operations align with ESA's strategic objectives. The officer will also be responsible for fulfilling the roles of Site Security Officer (SSO) and Safety, Security and Environmental Officer (HSSEO), which involve specific duties related to security management and health and safety policy adherence.
Duties and Responsibilities: As the Safety and Security Officer, your responsibilities will include: ensuring compliance with national legislation and ESA's security directives at ESOC, EAC, and ESEC; managing the incident management system in accordance with ESA's health and safety policy; overseeing the environmental management system to ensure compliance with relevant legislation; maintaining up-to-date health, safety, and security procedures and documentation; managing the local interface with security contractors; liaising with national and local authorities for inspections and compliance; investigating health, safety, and security incidents; coordinating audits and inspections; acting as a focal point for security training and awareness; updating the site's HSE risk analysis; and serving as the Technical Officer for service contracts related to safety and security.
Required Qualifications: Candidates must possess a master's degree in a relevant discipline. Additionally, professional certification or membership in fields such as security, business continuity, or health and safety is required. Strong communication and organizational skills are essential, along with a results-oriented mindset and the ability to drive change in a multicultural environment. The ability to establish effective working relationships both within ESA and with external stakeholders is crucial. Significant experience in overseeing physical security services and health, safety, and environmental management at large establishments is highly desirable, along with project management experience, particularly in operational and service-related projects.
Educational Background: A master's degree in a relevant field is mandatory for this position. This educational background should provide a solid foundation in safety, security, and environmental management principles, as well as an understanding of the regulatory frameworks that govern these areas.
Experience: The position requires significant experience in safety and security management, particularly in large organizations. Candidates should have a proven track record of overseeing physical security services and managing health, safety, and environmental compliance. Experience in project management is also beneficial, especially in coordinating and delivering operational projects.
Languages: Fluency in English and French is required, as these are the working languages of ESA. Candidates should have a good command of one of these languages, and knowledge of another Member State language would be considered an asset, enhancing communication within the diverse workforce of ESA.
Additional Notes: The appointment is for a duration of four years, with the possibility of extension to an indefinite term. The position is classified within the grade band A2-A4, with the potential for A1 level recruitment for candidates with less than four years of relevant experience post-master's degree.
