Job Overview: The International M&E Consultant will lead the mid-term review of the DFAT-funded 'Towards Universal SRHR in Indo-Pacific Initiative' (TUSIP) programme, specifically focusing on the 'Reinforcing Data Systems for Lifesaving Maternal and Reproductive Health Interventions' (SRHR Data Strengthening Programme). This role involves aligning the findings of the review with the broader evaluation of TUSIP conducted by DFAT. The consultant will assess the progress, efficiency, effectiveness, relevance, coordination, and sustainability of the programme, taking into account the evolving regional and country contexts. The consultant will also be responsible for conducting key informant interviews and focus group discussions with stakeholders, presenting findings, and providing recommendations for future implementation. The consultancy is home-based, with a total duration of 40 working days, starting from April 20, 2026, and concluding by September 15, 2026.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including: 1) Submitting an inception report that outlines the review's key questions, methodological approaches, tools, and sampling of stakeholders. 2) Conducting online key informant interviews and focus group discussions with UNFPA and key country stakeholders, including TUSIP partners and DFAT. 3) Drafting a Mid-Term Review report that presents key findings, lessons learned, and conclusions, including an assessment against agreed review criteria such as relevance, effectiveness, coherence, and sustainability. 4) Presenting findings at an online validation meeting with stakeholders. 5) Coordinating with DFAT counterparts and other UNFPA technical consultants as needed. The consultant will also develop a monthly work plan in consultation with the SRHR team and will be expected to monitor progress against deliverables and deadlines throughout the consultancy.
Required Qualifications: Candidates must possess a minimum of ten years of experience in monitoring, evaluation, and learning, with demonstrable experience in health systems and health systems strengthening interventions. Experience working with UNFPA on sexual and reproductive health and rights, health systems, and health policy is desirable. The consultant should have a proven track record of conducting high-quality mid-term reviews of SRHR and maternal health programmes, as well as experience working with both quantitative and qualitative data. Additionally, the consultant should have experience in developing user-friendly monitoring and reporting tools and activity implementation plans.
Educational Background: A relevant advanced degree in public health, social sciences, or a related field is required for this position. The educational background should reflect a strong understanding of health systems, monitoring, and evaluation methodologies, particularly in the context of sexual and reproductive health.
Experience: The consultant should have at least ten years of professional experience in monitoring and evaluation, with a strong focus on health systems and health outcomes. Experience in conducting mid-term reviews and familiarity with the specific challenges and opportunities in the Asia-Pacific region regarding sexual and reproductive health is essential. The consultant should also have experience working with diverse stakeholders, including government agencies, NGOs, and international organizations.
Languages: Fluency in English is mandatory, with excellent written and oral communication skills. Knowledge of additional languages relevant to the Asia-Pacific region would be considered an asset, as it may facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: The consultancy is home-based, and travel is not expected. The total duration of the consultancy is 40 working days, with a flexible working schedule. The consultant will be compensated based on the deliverables outlined in the contract, with 50% of the total fee paid after the acceptance of the first two deliverables and the remaining 50% paid after the acceptance of the final two deliverables.
