Job Overview: The Health Financing Officer position is crucial for providing technical support and policy advice to the Ethiopian government in developing and implementing sustainable health financing strategies. The officer will work under the guidance of the WHO representative to Ethiopia and the Country Health Economist, contributing to the Health Systems team. The position involves collaborating with various stakeholders to enhance health financing mechanisms, advocate for UHC, and support the development of national health policies and strategies.
Duties and Responsibilities: The Health Financing Officer will be responsible for providing expert advice on health financing strategies, including resource mobilization and financial protection. Key duties include coordinating the design and revision of benefit packages, conducting quantitative analyses related to health insurance schemes, and supporting the development of National Health Accounts. The officer will also engage in capacity building activities, organize training sessions for government officials, and contribute to regional knowledge-sharing platforms. Additionally, the officer will analyze health financing data, prepare technical reports, and represent WHO in national health financing forums.
Required Qualifications: Candidates must possess a university degree in public health or health sciences, with a postgraduate degree in health financing or health economics being desirable. Essential qualifications include at least five years of progressively responsible professional experience in health policy, health financing, and economic analysis of health systems. Familiarity with WHO or other UN agencies is considered an asset. The candidate should demonstrate strong technical and policy advisory skills, as well as the ability to collaborate effectively with government and team members.
Educational Background: A university degree in public health or health sciences is essential for this position. A postgraduate degree in health financing or health economics is desirable, indicating a higher level of expertise in the field. Candidates must have their educational qualifications recognized by the World Higher Education Database (WHED).
Experience: The position requires a minimum of five years of relevant professional experience at the national or sub-national level, focusing on health policy, health financing, and health systems planning. Experience in WHO or other international organizations is desirable, as it demonstrates familiarity with global health standards and practices.
Languages: Excellent knowledge of written and spoken English is essential, along with proficiency in Amharic. Knowledge of other WHO official languages is considered an asset, enhancing communication capabilities within the organization and with stakeholders.
Additional Notes: This position is a Special Service Agreement (SSA) contract at NO-C level, with a monthly remuneration of $3,598.00 paid in local currency. The duty station is Addis Ababa, and this vacancy may be used to fill other similar positions at the same grade level.
