Job Overview: The Deputy Chief of Party for Operations (DCOP-Ops) will play a crucial role in the strategic implementation of the Graduating to sustainableAgriculture, Income, Nutrition and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food Security Activity (GAINS), a Resilience Food Security Activity (RFSA) funded by the U.S. Department of State. The position is designed for a proactive individual who possesses a strong sense of initiative and a results-oriented mindset. The DCOP-Ops will complement the Chief of Party’s responsibilities by managing support functions, donor relations, and operational technical oversight. This role requires strategic leadership for the GAINS Operations teams, which encompass Administration, Logistics, Procurement, and Security. The successful candidate will ensure that the program meets its objectives, targets, and deliverables while fostering inter-departmental collaboration and compliance with Mercy Corps’ internal policies and donor regulations.
Duties and Responsibilities: The DCOP-Ops will be responsible for providing operational and programmatic oversight for the GAINS activity, ensuring the implementation of annual work plans aligned with budgets and programmatic targets. Key responsibilities include developing operational strategies that enhance program delivery, driving innovation in operational systems, and facilitating collaboration between departments. The role also involves leading the development and maintenance of program-wide risk management tools, guiding risk assessments, and ensuring the seamless operation of regional offices. The DCOP-Ops will oversee partner compliance processes, manage sub-award tracking systems, and ensure effective budget management. Additionally, the position entails leading a robust team management strategy, providing feedback to team members, and promoting a culture of learning and accountability.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field such as International Development, Business Administration, or Public Administration, with an advanced degree strongly preferred. A minimum of 7 years of progressively responsible experience in operational and management roles within international development is required, including at least 3 years of field-based experience in complex or fragile environments. Demonstrated success in managing USAID-funded programs, particularly in operational components such as procurement, logistics, HR, and security, is essential. Candidates should have extensive experience with grants and compliance management, a thorough understanding of USAID rules and regulations, and proven ability to develop and lead operational systems and teams in challenging contexts.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field, such as International Development, Business Administration, Public Administration, or a related discipline. An advanced degree is strongly preferred, indicating a higher level of expertise and knowledge in the field.
Experience: The position requires a minimum of 7 years of progressively responsible experience in operational and management roles within international development. Candidates should have at least 3 years of field-based experience in complex or fragile environments, demonstrating their ability to navigate challenging contexts effectively. Experience managing USAID-funded programs, particularly with operational components, is crucial for success in this role.
Languages: Fluency in French is mandatory for this position, while proficiency in English is preferred. This language requirement is essential for effective communication within the team and with stakeholders in the region.
