The International Rescue Committee (IRC) has a long-standing commitment to delivering sexual and reproductive health and rights (SRHR) and gender-based violence (GBV) services in fragile and conflict-affected settings. Established to respond to humanitarian crises, the IRC operates in multiple countries, focusing on improving the lives of those affected by conflict and disaster. The organization emphasizes the importance of dignity and rights for women and adolescent girls, particularly in the world's largest humanitarian emergencies. The IRC's mission is to help people survive, recover, and gain control of their future, and it employs a diverse workforce dedicated to this cause.

Job Overview:
The Technical Lead for SRHR and GBV Integration will provide strategic technical direction, oversight, and quality assurance across the DELIVER program, which aims to reduce morbidity and mortality among women and adolescent girls in humanitarian settings. This role involves ensuring that SRHR and GBV services are delivered in accordance with global humanitarian standards, including the Minimum Initial Services Package (MISP) for SRH in Emergencies and the Interagency Minimum Standards for GBV in Emergencies. The Technical Lead will work closely with IRC country program technical teams, regional health and protection advisors, and external partners to drive continuous quality improvement and generate evidence that advances the field. This position is critical for adapting services to meet acute local needs and ensuring that programming is culturally appropriate and gender-sensitive, particularly for hard-to-reach populations.

Duties and Responsibilities:
The Technical Lead will be responsible for providing overall technical direction for SRHR and GBV programming across all DELIVER country programs. This includes leading the adaptation of IRC's SRHR and GBV integration models, overseeing clinical capacity strengthening approaches, and providing technical guidance on the implementation of the MISP. The role also involves designing and delivering technical capacity strengthening support to IRC country program teams, building the capacity of local partner organizations, and leading the documentation and dissemination of technical learning. Additionally, the Technical Lead will review country-level technical reports, contribute to program monitoring frameworks, and collaborate with various stakeholders to ensure service quality and program improvement.

Required Qualifications:
Candidates must have a minimum of 8 years of experience in SRHR and/or GBV programming, with at least 5 years in humanitarian settings and 3 years in a technical advisory or leadership role. Deep technical expertise in sexual and reproductive health in humanitarian settings is essential, along with strong expertise in GBV prevention and response programming. Candidates should demonstrate experience in designing and implementing clinical capacity strengthening approaches and have a proven ability to apply global humanitarian standards in field programming. Strong analytical, writing, and communication skills are required, as well as the ability to work effectively with remote, multi-cultural teams.

Educational Background:
A Master of Public Health, Nursing, Midwifery, Medicine, or equivalent is required for this position. A clinical background as a nurse, midwife, or physician is preferred, as it aligns with the technical requirements of the role and enhances the understanding of health service delivery in humanitarian contexts.

Experience:
The position requires a significant level of experience, specifically a minimum of 8 years in SRHR and/or GBV programming. This includes at least 5 years in humanitarian settings, which is crucial for understanding the complexities and challenges faced in these environments. Additionally, candidates should have at least 3 years in a technical advisory or leadership role, demonstrating their capability to support multi-country programs of similar scale and complexity.

Languages:
Excellent written and oral communication skills in English are mandatory, along with proficiency in French and/or Arabic. These language skills are essential for effective communication with diverse stakeholders and for ensuring that programming is accessible to the populations served.

Additional Notes:
The position may require travel approximately 30–40% of the time, including to complex and insecure operating environments.
