Job Overview:
The Assistant(e) aux finances position at WFP is crucial for ensuring the effective management of financial resources within the organization. The role involves providing financial, budgetary, and administrative support to ensure transparent and efficient use of financial resources. The incumbent will work under the supervision of the unit head or finance officer, contributing to the implementation of various financial and budgetary procedures. This position requires a proactive approach to problem-solving and the ability to interpret and apply financial policies and regulations. The Assistant(e) will assist in maintaining financial integrity and compliance with WFP's financial management policies, ensuring that all financial transactions are accurately recorded and reported. The role also involves regular communication with staff regarding financial procedures and providing technical support to ensure adherence to financial policies.

Duties and Responsibilities:
The duties and responsibilities of the Assistant(e) aux finances include, but are not limited to:
  • Providing assistance to staff on applicable financial procedures and offering technical support in finance and budgeting to ensure compliance with WFP's financial management policies.
  • Monitoring monthly expenditure forecasts and communicating reports on spending to facilitate informed decision-making.
  • Regularly tracking temporary advance accounts and auxiliary accounts to verify the availability and appropriate disbursement of funds.
  • Verifying supplier claims, advances, and other receivables while adhering to proper procurement procedures to ensure timely payments to suppliers.
  • Gathering information from various sources to prepare budgetary, accounting, financial, and statistical statements.
  • Retrieving, formatting, and verifying information from various financial information systems, addressing any anomalies or inaccuracies with the supervisor, and ensuring corrective measures are taken.
  • Performing administrative tasks related to tracking and recording fixed assets and expenses for fuel and spare parts for vehicles and generators, ensuring databases are accurately updated.
  • Maintaining the web register for invoices and payments, archiving documents to ensure compliance with WFP's standards and guidelines.
  • Tracking and recording all expenditures in accordance with the approved budget to ensure accuracy in billed expenses and timely processing of payments to external suppliers, cash donations, and other supplier invoices. 1
  • Ensuring timely entry of invoices into the invoice tracking system, sending them to relevant units for processing, and preparing transfer orders for designated signatories. 1
  • Corresponding with banks to ensure the effectiveness of transfer orders and any other necessary correspondence. 1
  • Performing any other tasks as required by the function.

Required Qualifications:
The required qualifications for the Assistant(e) aux finances position include:
  • Completion of secondary education in a relevant functional area is desirable.
  • A strong understanding of financial management principles and practices is essential.
  • Proficiency in using financial software and systems for tracking and reporting financial data.
  • Strong analytical skills with the ability to interpret financial data and prepare reports.
  • Excellent communication skills, both written and verbal, to effectively interact with staff and stakeholders.

Educational Background:
The educational background required for this position includes the completion of secondary education, preferably in a field related to finance, accounting, or business administration. Experience:
Candidates should have a minimum of five (5) years of experience in collecting and monitoring financial data related to projects and programs. This experience should include evaluating financial health and status, as well as communicating findings to senior management. Experience in a humanitarian or international development context is preferred, as it provides valuable insights into the financial operations of organizations like WFP.

Languages:
The mandatory language requirement for this position is a very good command of French (level C). Proficiency in English is considered an asset and would be beneficial for communication within the organization and with international partners.

This position is offered under a Service Contract (SC5) for a duration of 12 months, with the possibility of renewal based on performance and organizational needs.
