Job Overview:
The Shelter/WASH Associate plays a crucial role in the implementation of shelter and water, sanitation, and hygiene (WASH) programs. This position involves conducting comprehensive sectoral needs assessments in collaboration with other sectors such as protection, community services, public health, and administration. The associate is responsible for gathering both quantitative and qualitative data regarding the needs and living conditions of displaced populations and host communities. The role includes assisting in the daily operations of construction and infrastructure projects, ensuring compliance with established standards and procedures throughout the project cycle. The Shelter/WASH Associate must adapt shelter responses to the evolving situation, focusing on durable solutions and sustainable building practices. The position also requires consideration of urban planning strategies and minimizing risks associated with shelter assistance, such as eviction and overcrowding. The associate will report to a senior shelter colleague and work closely with various stakeholders to ensure effective coordination and implementation of shelter and infrastructure projects.

Duties and Responsibilities:
The duties and responsibilities of the Shelter/WASH Associate include:
  • Assisting in conducting shelter needs assessments in collaboration with relevant sectors.
  • Supporting the supervisor in developing and updating shelter strategies in alignment with national and global policies.
  • Managing daily operations of construction and infrastructure projects, ensuring compliance with UNHCR and national standards.
  • Following up on the design and construction of infrastructure projects, ensuring they are technically sound and approved by relevant authorities.
  • Coordinating with other sectors to synchronize shelter and infrastructure implementation.
  • Providing technical support to implementing partners on shelter and settlement issues.
  • Participating in coordination meetings with stakeholders to represent UNHCR's interests.
  • Assisting in the preparation of bid documents and evaluating received bids.
  • Identifying and managing risks related to shelter and infrastructure projects. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Shelter/WASH Associate position include:
  • A minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor’s degree or higher.
  • Knowledge of SPHERE standards and experience in developing shelter and settlement needs assessments.
  • Familiarity with UNHCR shelter standards and related policies.
  • Proficiency in using basic survey equipment, digital cameras, and computer software.
  • Strong technical skills in shelter and infrastructure coordination, drafting, and documentation.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a preference for candidates holding a Bachelor’s degree in relevant fields such as Civil Engineering or Architecture. Certifications in these areas are also desirable, as they demonstrate a formal understanding of the principles and practices necessary for effective shelter and infrastructure management.

Experience:
Candidates for the Shelter/WASH Associate position should have a minimum of 3 years of relevant experience if they hold a High School Diploma, or 2 years of relevant experience if they possess a Bachelor’s degree or higher. This experience should ideally be in the field of shelter and infrastructure development, particularly in humanitarian contexts, where understanding the needs of displaced populations is critical.

Languages:
