Job Overview: The Programme Associate (M&E) position is crucial for supporting the overall monitoring of programs within the WFP field office in Uvira, Beni, or Tshikapa. The incumbent will be expected to demonstrate a high degree of autonomy, responsibility, and initiative to effectively meet operational needs. This role requires daily professional judgment in managing unforeseen problems and operational challenges encountered in the field. The Programme Associate will assist in the development and implementation of monthly monitoring plans for all activities executed in the intervention area, ensuring that all required indicators for WFP reports and donor requirements are accurately collected. The position also involves regular coordination and communication with internal and external stakeholders to facilitate effective collaboration and optimal monitoring of ongoing activities.
Duties and Responsibilities: The main responsibilities of the Programme Associate (M&E) include: supporting the development and implementation of monthly monitoring plans for WFP staff and cooperating partners; preparing Terms of Reference for each monitoring exercise in collaboration with the Country Office Monitoring & Evaluation team; ensuring effective supervision of data collection by field monitoring assistants and third-party monitors; preparing monthly/quarterly summaries of monitoring findings and other relevant reports to inform design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation; coordinating and communicating regularly with internal stakeholders (program, supply chain, security" style="border-bottom: 1px dotted #007bff !important;">security, etc.) and external partners to facilitate collaboration; ensuring the recording of monitoring issues in WFP's institutional tool (SugarCRM via MoDa form) for escalation and complaint management; serving as a point of contact for resolving various operational issues related to monitoring & evaluation; contributing to capacity building of WFP staff, cooperating partners, and local authorities in the relevant technical area; supervising the work of support staff, providing practical guidance, technical orientation, and regular support to achieve objectives according to agreed standards and timelines; and executing any other related tasks as required.
Required Qualifications: Candidates must possess at least 6 years of professional experience, with proven experience in project monitoring and/or field data collection. Familiarity with data collection tools such as ODK and KoboCollect is essential. Candidates should demonstrate proficiency in MS Office (Excel, Word, PowerPoint) and possess strong data management and analysis skills. Excellent writing, reporting, and presentation skills are required, along with a demonstrated attention to detail and the ability to follow procedures meticulously.
Educational Background: The educational requirements for this position include the completion of secondary education. A post-secondary certificate in International Relations, Political/Social Sciences, Statistics, Economics, Data Analysis, Food Security, or a related field is desirable.
Experience: The position requires a minimum of 6 years of relevant professional experience, particularly in project monitoring and data collection in the field. Candidates should have a solid understanding of monitoring and evaluation processes and tools, as well as experience in managing data effectively.
Languages: Fluency in French, both spoken and written, is mandatory, along with an intermediate knowledge of English being advantageous.
Additional Notes: This position is based in the field offices of WFP in Uvira, Beni, and Tshikapa, under the supervision of the Heads of Office. The contract type is SC6, with a duration of 1 year.
