Job Overview:
The Head of Strategy and Planning Division will be responsible for leading a newly established division within the Communications Department of the EIB. This role involves setting up the division, driving the corporate communication strategy, and ensuring effective planning and coordination of communication activities. The successful candidate will work in a dynamic, multicultural environment, collaborating with various teams across the EIB Group to enhance communication effectiveness and coherence. The position requires a strategic mindset, strong analytical skills, and the ability to manage complex projects and stakeholder relationships. The Head will also be tasked with building integrated analytics capabilities to support evidence-based decision-making and improve the overall impact of communication efforts.

Duties and Responsibilities:
  • Define, maintain, and implement communication strategies and campaigns that align with the EIB's objectives.
  • Ensure coherence of messaging and narratives across all communication activities and channels.
  • Create and manage standards and processes to enhance coordination and reduce duplication of efforts.
  • Drive the department's forward planning cycle, anticipating opportunities for strategic communication.
  • Introduce technological tools to improve communication processes, including the responsible use of AI.
  • Oversee media monitoring and evaluation of communication impact across channels.
  • Develop audience insights and analytics capabilities, conducting analyses of trends and stakeholder positioning.
  • Manage departmental budget planning and procurement processes.
  • Coordinate audit and compliance follow-up, strengthening crisis communication preparedness. 1
  • Foster effective information flow and sharing of best practices across the division and EIB Group. 1
  • Recruit, develop, and manage staff, ensuring engagement and alignment with the Group's priorities. 1
  • Create a collaborative environment that empowers staff and supports accountability.

Required Qualifications:
  • A university degree (minimum equivalent to a Bachelor) in communication, public policy, political science, economics, or international relations.
  • At least 10 years of professional experience in strategic communication, public affairs, or corporate communication, with a focus on managing complex projects.
  • Proven ability to manage and coach staff in multicultural environments or international organizations.
  • Experience in developing and implementing communication strategies and governance models in complex organizations.
  • Strong background in strategic planning, organizational design, and cross-service coordination.
  • Demonstrated capacity in analytics and evidence-based decision-making.
  • Familiarity with digital transformation and communication-related IT systems, including AI tools.
  • Understanding of reputational risk management and crisis communication frameworks.
  • Experience in budget management and compliance environments. 1
  • Strong understanding of the European institutional landscape.

Educational Background:
Candidates must possess a university degree, preferably in fields related to communication, public policy, political science, economics, or international relations. A higher degree or specialized training in communication or related fields would be advantageous.

Experience:
The position requires a minimum of 10 years of professional experience in strategic communication or related fields. Candidates should have a proven track record of managing complex projects and working with multiple stakeholders, ideally in multicultural or international settings. Experience in leading teams and coaching staff is essential, as is familiarity with the European institutional landscape.

Languages:
Fluency in English, both written and spoken, is mandatory. Knowledge of other EU languages is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
This is a full-time position at grade 7, offering a permanent contract with the EIB. The initial feedback for applicants will be provided in April 2026, with assessment centers for selected candidates scheduled for the first half of May 202
