Job Overview: The Manager of Support Services plays a crucial role in providing coordinated and strategic leadership for all support functions within the Danish Refugee Council's operations in Sudan. This position is responsible for ensuring the smooth running of support functions to meet program needs in alignment with the DRC Operations Handbook. Key responsibilities include overseeing staffing, finance, HR systems, supply chain management, and ensuring compliance with DRC procedures and guidelines. The role also involves contributing to the development of area strategies and providing technical guidance to base operations, ensuring that support services are effectively integrated into project planning and execution. The Manager will be expected to produce regular reports to senior management regarding support services performance and risks, thereby playing a vital role in the overall success of DRC's mission in the region.
Duties and Responsibilities: The Manager of Support Services will be accountable for a wide range of duties, including but not limited to:
Planning and Strategy: Ensure annual planning for support services is conducted, with regular targets met and linked to the coordination unit for consistency across the country.
HR Support: Oversee the HR department to ensure timely completion of monthly and quarterly reports, staff induction, training, and performance reviews.
Administration Support: Act as the focal point for key administrative tasks, ensuring routine tasks are followed up effectively.
Logistics and Procurement Support: Ensure adherence to procurement procedures, manage tenders, and oversee department KPIs.
Finance: Act as the primary budget holder for support service lines, monitor budgets, and ensure compliance with financial requirements.
People Management: Responsible for managing direct reports, including hiring, performance appraisal, and staff development.
Compliance: Ensure compliance with DRC policies, standards, and donor requirements, including risk management and internal audits.
Required Qualifications: Candidates must possess a Master's degree in Finance, Accounting, or Business Administration. Additionally, at least 5 years of experience in a similar role is required, with a minimum of 3 years in people management. Candidates should have a strong understanding of project cycle management, supply chain management, procurement processes, and financial monitoring. Knowledge of code of conduct principles and HR systems for performance management is essential, as well as familiarity with key donor policies and compliance procedures.
Educational Background: The educational background required for this position includes a Master's degree in Finance, Accounting, or Business Administration. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage the financial and operational aspects of support services effectively.
Experience: The position requires at least 5 years of relevant experience in a similar role, with a strong emphasis on people management. Candidates should have a proven track record of managing teams and projects, demonstrating their ability to lead and coordinate support functions in a complex operational environment. Experience in humanitarian settings or with NGOs is highly desirable.
Languages: Full professional proficiency in English is mandatory for this position. Proficiency in Arabic is considered an added advantage, as it will facilitate communication with local staff and stakeholders, enhancing the effectiveness of support services in the region.
Additional Notes: The contract for this position is for one year, with the possibility of extension based on funding and performance. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for International staff, and this position is graded at M.F. The expected start date for the role is April 2026, and the duty station will be in Tawila, North Darfur. The Manager of Support Services will report directly to the Area Manager for North Darfur.
