Job Overview:
The Consultant for Research and Data Collection will play a crucial role in supporting the implementation of a project aimed at enhancing Technical Assistance for Social Housing (ATHIS) in the State of São Paulo. This position requires close collaboration with UN-Habitat’s operational, technical, and project teams. The consultant will be responsible for developing methodologies for mapping ATHIS practices, collecting and systematizing data, conducting interviews and workshops, and engaging with communities to understand diverse housing needs. The consultant will also produce reports and prioritize intervention areas based on the collected data, ensuring that the project aligns with gender-responsive approaches and sustainable housing solutions.

Duties and Responsibilities:
The Consultant's responsibilities include: 1) Developing a comprehensive methodology for mapping ATHIS practices in São Paulo; 2) Collecting and systematizing existing data on ATHIS; 3) Researching similar practices in Global South countries; 4) Conducting interviews and workshops in municipalities; 5) Engaging with community leaders for participatory data collection; 6) Using evidence from research to inform capacity-building activities; 7) Producing a final report and prioritization matrix; 8) Maintaining organized records of all activities; 9) Participating in field missions as required; 10) Completing required training courses, including security" style="border-bottom: 1px dotted #007bff !important;">security training.

Required Qualifications:
Candidates must possess a Bachelor's degree in Architecture and Urbanism, Geography, Economy, Statistics, Public Administration, Sociology, or related fields. A postgraduate degree in relevant areas is desirable. Additionally, candidates should have a minimum of three years of experience in research, data collection, and analysis, with experience in social housing and South-South Cooperation being advantageous. Familiarity with project management methodologies and good computer skills are essential.

Educational Background:
A Bachelor's degree in a relevant field is required, with a preference for candidates holding a postgraduate degree. The educational background should align with the responsibilities of the position, emphasizing skills in urban planning, social sciences, or public policy.

Experience:
A minimum of three years of relevant experience in research, data collection, and analysis is required. Experience in social housing, coordinating fieldwork, and working within the public sector is desirable. Previous experience with the United Nations System is also a plus, as it indicates familiarity with international standards and practices.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Working knowledge of English is desirable, and knowledge of French or Spanish can be beneficial, given the multilingual environment of the United Nations.

Additional Notes:
The position is part-time (80%) and is based locally in Brazil, with a contract duration of six months. The consultant must be available for travel within Brazil as required by the Head of Brazil Office. The remuneration will follow the UNOPS Salary Scale for LICA 1 positions. It is important to note that only Brazilian nationals or candidates with a permanent visa in Brazil may apply.
