Job Overview:
The Information Management Officer will play a crucial role in advising on and managing information management tools and initiatives related to human rights. This includes conducting needs assessments, maintaining UN information assets, and developing policies and procedures for information management with a strong emphasis on technology. The officer will be involved in researching and evaluating new information technology applications to support OHCHR's digital transformation projects, focusing on automating processes and optimizing systems for better scalability. The role also includes developing training materials, conducting user training, and producing information products such as reports and infographics. The officer will ensure that archival processing activities adhere to international standards and will manage reference functions to assist users in accessing human rights data effectively. The position requires a proactive approach to client outreach and education, aiming to improve the use of information resources within the organization.

Duties and Responsibilities:
The Information Management Officer will be responsible for a wide range of duties including: providing advisory technical and project management services for information management tools; conducting needs and business process analysis; maintaining UN information assets; researching and evaluating new applications of information technology; participating in data and technology improvement projects; developing system specifications and user documentation; creating training materials and conducting training sessions; producing and updating information products; managing archival processing activities; overseeing adherence to preservation standards; evaluating existing platforms and tools; maintaining access and declassification standards; developing client outreach strategies; assisting in program administration; collecting and analyzing data to identify trends; and performing other related duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of information management, archival practices, and record keeping. They should have the ability to conduct independent research and analysis, demonstrate conceptual and analytical skills, and show professionalism in their work. The role requires a commitment to gender perspectives and equal participation in all areas of work. Teamwork and client orientation are essential competencies, as the officer will work collaboratively with colleagues and maintain productive partnerships with clients.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in archival science, information science, information systems, social science, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management, or a related area is required. Additionally, at least three years of experience with information management tools and systems in support of humanitarian, development, or human rights data collection and analysis is necessary. Experience in online application development, including requirement analysis, specification writing, database design, coding, testing, training, documentation, and maintenance is also required. Familiarity with Agile project management approaches and GIS systems is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level III, which includes reading, writing, listening, and speaking skills. Knowledge of French is an asset but not mandatory.

This position is temporarily available for three months, with the possibility of extension subject to the availability of funds. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be administered as a temporary assignment.
