Job Overview: The Technical Assistant position is designed to provide specialized technical assistance for inter-secretariat coordination in Mexico, specifically focusing on the monitoring and follow-up of actions outlined in the Nationally Determined Contributions (NDC) 3.0 regarding adaptation and loss and damage. The consultant will work closely with the Secretariat of Environment and Natural Resources (SEMARNAT) to enable effective monitoring and review of information that tracks the actions taken by the Government of Mexico in implementing the NDC 3.
This role is crucial in supporting Mexico's commitment to advancing its national climate adaptation agenda, particularly in the context of developing the National Adaptation Plan (NAP) and integrating a Loss and Damage component within the NDC. The Technical Assistant will also be responsible for advising on the incorporation of human rights and gender perspectives into climate policy, ensuring that adaptation strategies are inclusive and equitable. The position requires a hybrid work model, with participation in in-person activities as needed.
Duties and Responsibilities: The Technical Assistant will have a comprehensive set of responsibilities, including:
Supporting the organization of meetings and overseeing the proceedings of the Adaptation Policy Working Group (GT-ADAPT) and the REDD+ Working Group (GT-REDD+). This includes managing invitations, preparing meeting materials, and ensuring effective follow-up on agreements.
Updating directories for the Adaptation Policy Working Group and principal stakeholders, developing a database of designated members, and drafting reports on coordination mechanisms.
Providing reporting inputs to consolidate documents related to policy analysis and assessment of the current NDC. This involves drafting invitations, event reports, and preparing materials for meetings.
Coordinating logistical and substantive support for meetings, including preparation of agendas, presentations, and minutes.
Maintaining and updating directories of key stakeholders involved in the NDC adaptation process.
Supporting the development of policy analysis and assessments related to the NDC adaptation component, synthesizing stakeholder inputs, and coordinating mechanisms.
Responding to ad hoc requests from DGPAC by drafting technical notes and reports as needed. The consultant is expected to deliver high-quality outputs in a timely manner, ensuring that all materials and reports meet the standards set by UNEP.
Required Qualifications: Candidates must possess a Bachelor's degree in environment, natural resources, sustainable development, economics, policy science, administration, planning, or a closely related field. A Master’s degree in climate change, economy, finance, political sciences, planning, project management, or a closely related field is desired. Additionally, a minimum of three years of relevant work experience in designing climate change plans, environmental science, and sustainability is required. Candidates should also have at least two years of experience in the design and/or implementation of development initiatives, policies, and programs related to climate change in Mexico. In-depth knowledge of Mexico’s climate change regulatory and planning framework is desirable, along with experience working with public institutions in Mexico focused on sustainable development. A commitment to interdisciplinary and socially inclusive research is also essential.
Educational Background: The position requires a Bachelor's degree in a relevant field such as environment, natural resources, sustainable development, economics, policy science, administration, or planning. A Master’s degree in a closely related field is preferred, particularly in areas related to climate change, economy, finance, political sciences, or project management.
Experience: Candidates should have a minimum of three years of relevant work experience in areas such as climate change planning, environmental science, and sustainability. Additionally, at least two years of experience in the design and implementation of climate change-related policies and programs in Mexico is desirable. Familiarity with Mexico’s climate change regulatory framework and hands-on involvement in related projects is also beneficial.
Languages: Fluency in Spanish is required for this position, as it is essential for effective communication and collaboration with local stakeholders. Confidence in English is also required, as it may be necessary for reporting and communication with international partners and organizations.
