Job Overview:
The Junior Professional Officer (JPO) will play a crucial role in advancing Angola's digital transformation in education, particularly through the implementation of initiatives like GIGA and the Learning Passport. The JPO will support technical coordination, data-driven monitoring, and strategic partnerships to enhance digital infrastructure for adolescent inclusion and skills development. The position involves leading the planning and implementation of the 2026 Youth Challenge on Digital Skills, integrating digital learning into national education policies, and strengthening capacity-building for educators and learners. The JPO will also generate evidence on the impact of digital learning initiatives and foster collaboration across sectors to leverage digital solutions for child and adolescent development.

Duties and Responsibilities:
The JPO will be responsible for supporting the implementation and scale-up of GIGA and the Learning Passport, leading the planning of the Youth Challenge on Digital Skills, integrating digital learning into national education plans, strengthening capacity-building for teachers and learners, generating evidence on digital learning implementation, and fostering cross-sectoral collaboration with other UNICEF programs. This includes technical coordination, data monitoring, and strategic partnership engagement, as well as promoting inclusive approaches within the education system.

Required Qualifications:
Applicants must be Finnish citizens aged 32 years or younger as of the application closing date. A Master’s degree in Education, Digital Education, ICT in Education, Social Sciences, International Development, or a related field is required. Candidates should have a minimum of two years of relevant professional experience in digital learning, online education platforms, or innovation in education programs, preferably within the UN or international development organizations. Strong interpersonal communication, public speaking, analytical skills, and the ability to work collaboratively in multicultural teams are essential.

Educational Background:
A Master’s or advanced university degree in fields such as Education, Digital Education, ICT in Education, Social Sciences, International Development, or related areas is required for this position. This educational background is crucial for understanding the complexities of digital learning and its integration into educational systems.

Experience:
Candidates should have at least two years of relevant professional experience, which can be gained through work in the UN, international development organizations, private sector, or national government. Experience in supporting digital learning initiatives, content development, and teacher capacity-building in online or blended environments is preferred. Familiarity with low-connectivity digital learning models is an asset.

Languages:
Fluency in English is mandatory, with spoken and written proficiency in either Finnish or Swedish. Proficiency in Portuguese is considered an asset, and a willingness to learn Portuguese will be viewed positively. Knowledge of another official UN language or the local language of the duty station is also advantageous.
