Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer plays a crucial role in supporting the logistics and procurement functions at the Norwegian Refugee Council. This position is responsible for ensuring the efficient and compliant acquisition, management, and distribution of goods and services necessary for the organization's operations. The Logistics Officer will engage in various logistics activities, including conducting market surveys, managing assets, handling communications, maintaining documentation, reporting, coordinating logistics operations, managing fleet activities, overseeing warehouse operations, and facilitating customs clearance. The ideal candidate for this position should possess a solid understanding of international trade regulations and donor procurement policies, along with strong organizational and communication skills to effectively manage logistics processes and support the organization's mission.

Duties and Responsibilities:
The Logistics Officer will be responsible for a wide range of duties, including but not limited to:
  • Adhering to NRC policies, the Logistics Handbook, and donor requirements in all logistics procedures and processes.
  • Exercising good judgment and attention to detail when interpreting policies and procedures.
  • Assisting the procurement team in implementing the procurement portfolio according to the established plan of action.
  • Ensuring proper filing systems and archives are maintained according to established procedures.
  • Timely updating and sharing contract management records and procurement tracking system (PTS) reports as required.
  • Conducting daily operational logistics activities, including purchase and fleet management.
  • Utilizing the AGRESSO online procurement module to receive purchase requisitions, obtain quotations, and purchase required items in compliance with set policies.
  • Leading the review and analysis of procurement requests to ensure clarity and completeness.
  • Collecting quotes from reputable suppliers and preparing RFQs, conducting bid analysis, and facilitating the signing of bid documents. 1
  • Regularly updating the framework agreement tracker and managing contract follow-ups. 1
  • Logging requisition orders in the procurement tracking sheet and submitting them to the Logistics Coordinator. 1
  • Supporting the administration of resources to ensure timely deliveries within budget and standards. 1
  • Initiating payments for received supplies and preparing Goods Receipt Notes (GRNs). 1
  • Conducting market research on frequently purchased materials and maintaining a list of approved suppliers. 1
  • Traveling to field offices as needed to support logistics functions. 1
  • Informing the Logistics Coordinator of purchased assets that need to be updated in the asset register. 1
  • Preparing and developing logistics reports as required. 1
  • Coordinating the receipt of parcels and equipment from suppliers and supporting program staff with distributions. 1
  • Managing the fleet and maintaining effective fleet data to generate monthly reports on fuel, repairs, and maintenance. 2
  • Preparing daily and weekly vehicle movement plans and coordinating with drivers. 2
  • Leading the training and capacity building of drivers and managing their leave plans. 2
  • Performing other logistics functions as delegated by the supervisor.

Required Qualifications:
To be considered for the Logistics Officer position, candidates must meet the following qualifications:
  • A Bachelor’s degree in Logistics or a related field.
  • A minimum of 2 years of relevant experience in logistics, preferably in a humanitarian context.
  • Knowledge of audit requirements and compliance with procurement regulations.
  • Previous experience working in complex and volatile environments.
  • Fluency in English, both written and spoken, is mandatory.
  • Proficiency in Microsoft Excel and other relevant software applications.

Educational Background:
Candidates applying for the Logistics Officer position should possess a Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage logistics operations and procurement processes within the organization.

Experience:
