Job Overview: The ESS Coordinator-Roving is responsible for administering, mainstreaming, coordinating, providing technical support, and monitoring the Environmental and Social Management Framework (ESMF) across KfW-funded projects. This role is crucial for ensuring compliance with the World Bank's Environmental and Social Standards during the implementation of these projects. The incumbent will engage in frequent travel to project sites to assess and address safeguarding concerns, liaise with stakeholders, and provide technical guidance to project staff. The position requires a proactive approach to monitoring, evaluating, and mitigating potential environmental and social risks associated with project implementation across various regions, ensuring that all activities align with established ESMF protocols and standards.
Duties and Responsibilities: The ESS Coordinator-Roving will undertake a variety of responsibilities, including but not limited to: ensuring compliance with NRC policies and donor requirements regarding environmental and social safeguarding; serving as the technical lead on all aspects related to the implementation of the ESMF; monitoring required environmental and social mitigation measures for sub-projects; compiling regular reports as agreed with the donor; training NRC personnel on E&S safeguards; coordinating environmental and social commitments across project locations; conducting environmental and social risk categorization of sub-projects; escalating significant changes in risk categorization to the donor; supporting project managers in developing site-specific safeguarding plans; managing record-keeping for all E&S documentation; and conducting monitoring of sub-projects through spot checks to ensure compliance with E&S management plans.
Required Qualifications: Candidates must possess a minimum of 4 years of experience in a senior technical position or as a specialist/advisor within a humanitarian or development organization. Proven experience in designing and monitoring infrastructure projects, as well as applying World Bank E&S standards in development projects, is essential. Additionally, candidates should have experience working in complex and volatile contexts, expertise in resource allocation and cost management, and documented results related to the responsibilities of the position. Strong leadership skills and an intermediate level of English proficiency, both written and verbal, are also required.
Educational Background: A Bachelor’s degree or equivalent in Environmental Engineering or Public Health is required for this position. A degree in management or social work is considered an advantage. Candidates should have proven experience working with the World Bank - IFC E&S standards and must have 3-4 years of experience drafting environmental and social assessments, screening, and categorization for rehabilitation and infrastructure projects, utilizing relevant international standards.
Experience: The position requires candidates to have a minimum of 4 years of relevant experience in a senior technical role within a humanitarian or development organization. This experience should include a proven track record in designing and monitoring infrastructure projects, as well as applying World Bank E&S standards in development projects. Candidates should also have experience working in complex and volatile contexts, which is critical for navigating the challenges associated with humanitarian work.
Languages: Fluency in both Arabic and English is mandatory for this position. Candidates should possess strong communication skills in both languages, as they will be required to interact with diverse stakeholders and provide technical guidance across various project sites. Proficiency in additional languages may be considered an asset but is not required.
