Job Overview:
The Technical Officer position at FAO’s Liaison Office with the Russian Federation (LOR) in Moscow involves supporting the office's work in technical, coordination, and outreach activities related to animal health, livestock, and the One Health approach. The incumbent will work closely with the Director of LOR and other employees to contribute to the planning and delivery of various technical activities, including workshops, training sessions, and field missions. The role requires collaboration with UN agencies, NGOs, and other stakeholders to enhance animal health initiatives and ensure effective communication of FAO's positions at relevant meetings and events. The incumbent will also assist in the preparation of technical materials and reports, contributing to the overall mission of FAO in promoting food security and health.

Duties and Responsibilities:
The duties and responsibilities of the Technical Officer include:
  • Providing technical support for the planning and organization of activities related to animal health, including capacity development events and workshops.
  • Offering technical inputs on zoonotic diseases, biosecurity, and the operationalization of One Health.
  • Preparing technical briefs, concept notes, and presentations.
  • Liaising with UN agencies, research institutions, and NGOs to foster collaboration on animal health initiatives.
  • Supporting FAO’s participation in inter-agency mechanisms and technical working groups.
  • Organizing external events and representing FAO at meetings and conferences.
  • Assisting with project planning, monitoring, and reporting.
  • Contributing to the development of knowledge products and communication content to promote FAO’s work.
  • Ensuring compliance with FAO standards and guidelines in all communications and materials produced.

Required Qualifications:
Candidates must possess an advanced university degree in veterinary medicine or a related field such as epidemiology or public health. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of one year of relevant experience in animal health or One Health is required. Candidates should demonstrate proficiency in English and Russian, as well as core competencies such as results focus, teamwork, communication, and building effective relationships. Technical skills in One Health, animal disease control, and experience in veterinary training are also essential.

Educational Background:
The educational background required for this position includes an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in veterinary medicine, epidemiology, One Health, or public health. For consultants with a bachelor's degree, two additional years of relevant professional experience are necessary to meet the minimum requirements.

Experience:
The position requires at least one year of relevant experience in animal health and/or One Health. Candidates with experience working in multiple locations or areas, particularly in field positions, will be viewed favorably. Experience in collecting and analyzing technical information and data is also desirable, as it will contribute to the effectiveness of the role.

Languages:
Full proficiency in English and Russian is mandatory for this position. Knowledge of additional languages may be considered an asset, enhancing communication and collaboration with diverse stakeholders in the region.

This position is based in Moscow at FAO’s Liaison Office with the Russian Federation. The role is full-time and may involve international collaboration and travel.
