Job Overview:
The Site Management Officer plays a crucial role in supporting site management by leading technical assessments, site improvement interventions, and care and maintenance activities. This position is responsible for ensuring adherence to technical standards, safety measures, and quality control throughout the project lifecycle. The officer will be involved in various technical activities, including documentation, mapping, reporting, and archiving, to ensure that the needs of the most vulnerable populations are met effectively. The role requires collaboration with the Site Management Coordinator and Project Manager to identify community needs and implement appropriate solutions. The officer will also engage in community mobilization efforts to ensure beneficiary involvement in project design and implementation, thereby promoting a participatory approach to humanitarian assistance.

Duties and Responsibilities:
The Site Management Officer's duties include establishing a monthly Site Management Committee (SMC) coordination mechanism across all sites, conducting daily field monitoring visits to identify gaps and challenges, and collaborating with the Site Management Coordinator and Project Manager to select and plan community site improvement needs. The officer will manage and supervise the utilization of site improvement materials during cash-for-work initiatives, ensuring high-quality program implementation. Responsibilities also include facilitating community mobilization activities, conducting pre-distribution meetings, and ensuring that protection issues are mainstreamed in site management activities. The officer will collect and maintain technical data, compile reports for the Site Management Coordinator and Project Manager, and liaise with service providers to address technical gaps. Additionally, the officer will monitor daily site maintenance needs and support the development and implementation of care and maintenance plans.

Required Qualifications:
Candidates must possess a university degree in Engineering, Business Administration, or a related field. A minimum of 2-3 years of relevant experience working with humanitarian organizations is required, demonstrating a solid understanding of humanitarian principles and field operations. Experience with Bill of Quantities (BOQs), site layouts, and supervision in humanitarian settings is essential. Proficiency in Microsoft Excel and Word is necessary, along with strong communication skills in both Arabic and English. Behavioral competencies such as effective communication, planning and delivering results, coping with change, working collaboratively with others, and strategic thinking are also important for this role.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Engineering or Business Administration. This educational foundation is critical for understanding the technical aspects of site management and the operational requirements of humanitarian projects.

Experience:
The position requires candidates to have 2-3 years of relevant experience in humanitarian settings. This experience should include a demonstrated understanding of humanitarian principles, field operations, and the ability to work effectively in challenging environments. Familiarity with technical assessments, site improvement interventions, and community engagement is also essential.

Languages:
Proficiency in Arabic and English is mandatory for this position. Strong communication skills in both languages are necessary to effectively engage with diverse stakeholders, including beneficiaries, partners, and team members. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is based in Gaza and is classified as Grade (05) Step (01). The contract duration is 6 months, with the possibility of renewal based on funding and performance.
