Job Overview:
The Senior Program Officer will play a critical role in overseeing and leading the accounting functions within the Bauchi Office of the EpiC project. This position is essential for ensuring effective coordination, monitoring, and reporting of all EpiC Maternal, Newborn, Child, and Adolescent Health (MNCH/N) activities in Bauchi State. The officer will work under the supervision of the Associate Director, Technical, and will be responsible for facilitating high-quality program outcomes through efficient operational and financial management. The role requires a deep understanding of health programming, particularly in the context of maternal and child health, and the ability to navigate complex donor requirements and organizational policies.

Duties and Responsibilities:
  • Program Management: Provide management support to the state office, including oversight of work plans, periodic fund requests, and review of monthly/quarterly financial and program reports. Guide and support the state office in establishing sound management systems to facilitate cohesive and efficient implementation of project activities. Develop, implement, and oversee systems for the initiation, execution, monitoring, amendment, and closeout of all sub-agreements when required. Ensure effective monitoring of sub-grants to achieve financial, administrative, and programmatic objectives.
  • Compliance and Quality Assurance: Monitor and enforce compliance with donor regulations and FHI 360 policies across the state office. Ensure that FHI 360 delivers on all commitments to donors and stakeholders, achieving set targets and delivering high-quality services. Contribute to the development and maintenance of systems that ensure compliance with DOS/Nigeria requirements for implementation procedures, reporting, and evaluation.
  • Technical Oversight and Resource Coordination: Ensure availability of technical resources and integrate their efforts into overall program management for maximum efficiency. Assist in identifying, analyzing, and disseminating best practices across the project by highlighting learning sites and providing technical guidance to teams. Stay informed on current developments in Maternal, Newborn and Child Health and Nutrition programs and ensure any strategic information is applied to enhance project activities.
  • Capacity Building and Stakeholders’ Engagement: Coordinate capacity development initiatives to strengthen the skills and performance of state office staff and other partners. Liaise with multiple stakeholders and collaborators to share information, coordinate activities, and avoid duplication in program implementation. Perform other duties as may be assigned by the Associate Director, Technical (Bauchi).

Required Qualifications:
The ideal candidate must possess a Bachelor’s degree (BS/BA) in Public Health, Business Administration, Health Sciences, Behavioral Sciences, or a related field. A minimum of 6 years of relevant experience in international development programs is required. Familiarity with U.S. Department of State (DOS)–funded programs and experience working with non-governmental organizations in Nigeria is an added advantage. The candidate should demonstrate success in multicultural and multidisciplinary environments and possess the knowledge, skills, and competencies outlined in the job description.

Educational Background:
Candidates must have a Bachelor’s degree in a relevant field such as Public Health, Business Administration, Health Sciences, or Behavioral Sciences. This educational background is essential to understand the complexities of health programs and the operational aspects of managing such initiatives effectively.

Experience:
A minimum of 6 years of relevant experience in international development programs is required. Candidates should have demonstrated success in managing health and development projects, particularly in a developing country context. Experience with U.S. Department of State-funded programs and working with NGOs in Nigeria is highly desirable.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages may be beneficial but is not required.
