Job Overview:
The Area Programme Manager position at DRC is crucial for overseeing the Rohingya refugee response program in Cox’s Bazar. This role involves supporting the Area Manager in managing the overall design, planning, implementation, monitoring, and evaluation of the program. The Area Programme Manager is responsible for ensuring that the program aligns with DRC’s technical and management standards across various sectors, including Protection, Economic Recovery, Shelter, and Climate and Environment. The position requires strong leadership skills to manage sector teams and ensure high-quality program performance while adhering to DRC’s Project Cycle Management (PCM) standards. The role also involves strategic planning, capacity building, and collaboration with various teams to enhance program effectiveness and sustainability.

Duties and Responsibilities:
The duties and responsibilities of the Area Programme Manager include:
  • Strategy and Program Development: Collaborate with the Area Manager and Head of Programmes to develop the overall programmatic strategy, ensuring alignment with the country program strategy. Strengthen partnerships with local organizations and ensure strategic planning in response to funding availability and program priorities.
  • People Management: Lead and manage program staff, focusing on capacity development and performance management. Provide guidance and support to ensure effective communication of policies and implementation plans.
  • Program Management and Quality Assurance: Support Sector Managers in timely project implementation, ensuring adherence to contracts, budgets, and donor requirements. Oversee the development and modification of program management tools and ensure financial management of program budgets.
  • Monitoring, Evaluation, and Reporting: Collaborate with the MEAL team to develop monitoring and evaluation plans, ensuring quality control processes are in place. Support the preparation of donor reports and maintain accurate program records.
  • Representation and Advocacy: Enhance DRC’s visibility in the area by maintaining relationships with stakeholders, representing DRC in meetings, and advocating for program needs and positions.
  • Safety Compliance: Ensure adherence to safety rules and report incidents as necessary.
  • Accountability: Be accountable for achieving strategic goals, making significant decisions regarding program functions, and managing direct reports effectively.

Required Qualifications:
Candidates must possess at least 5 years of experience in a relevant field, with a minimum of 4 years in people management, grants, and program management, preferably in Emergency Programming, Protection, or Economic Recovery programs. Proven leadership skills and experience in coordinating with national partners, local authorities, and other stakeholders are essential. Candidates should demonstrate competence in managing diverse teams and navigating complex program environments.

Educational Background:
A Master’s degree in political science, international development, economics, social science, agriculture, or a related field is required for this position. This educational background is crucial for understanding the complexities of humanitarian work and the socio-economic factors affecting displaced populations.

Experience:
The position requires a minimum of 5 years of relevant experience, with at least 4 years specifically focused on people management and program management in emergency contexts. Experience in sectors such as Protection, Economic Recovery, Shelter, and Site Development is highly desirable. Candidates should have a track record of effective leadership and coordination with various stakeholders, including NGOs, government entities, and UN agencies.

Languages:
Full professional proficiency in English and Bangla is mandatory for this role. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and beneficiaries.
