Job Overview:
The Senior IT Officer, Business Solutions I position is a critical role within the World Bank's Information and Technology Solutions (ITS) Vice Presidential Unit. This role is focused on leading enterprise-scale low-code platform deployments, specifically utilizing OutSystems technology, to enhance the World Bank's fiduciary operations. The successful candidate will be responsible for overseeing the entire solution lifecycle, ensuring that all technical implementations align with the organization's enterprise architecture and compliance standards. This position requires a blend of technical expertise, program leadership, and agile execution to facilitate the successful adoption of OutSystems and the delivery of mission-critical applications. The ideal candidate will possess a strong background in enterprise-level implementations, integration strategies, and agile product delivery, with a proven track record of managing complex projects in a global context.

Duties and Responsibilities:
The duties and responsibilities of the Senior IT Officer include providing technical leadership across all phases of the solution lifecycle, leading the planning and execution of low-code platform deployments, and managing OutSystems application projects. The candidate will be expected to mentor a team of developers, design scalable technical architectures, and ensure adherence to architectural best practices. Additionally, the role involves defining project scope and objectives, managing stakeholder engagement, overseeing risk management and compliance, and diagnosing production issues. The candidate will also be responsible for promoting best practices in low-code development, embedding Generative AI capabilities into applications, and driving integration with enterprise systems. Regular reporting on development progress, code quality metrics, and project status to stakeholders is also a key responsibility.

Required Qualifications:
Candidates must possess a master's degree in computer science, engineering, or a related technical field with at least 5 years of relevant experience, or a bachelor's degree with a minimum of 7 years of project management experience. A strong background in hands-on development using OutSystems, including experience in building web and mobile applications, is essential. Additionally, candidates should have experience in IT project management specifically related to low-code platform delivery, and a proven track record of managing enterprise-scale deployments. Strong communication, stakeholder management, and leadership skills in a global environment are also required.

Educational Background:
The educational background required for this position includes a master's degree in computer science, engineering, or a related technical field. Alternatively, a bachelor's degree with significant project management experience is acceptable. OutSystems certifications are strongly preferred, indicating a recognized level of expertise in the platform.

Experience:
Candidates should have a minimum of 4 years of hands-on development experience using OutSystems, along with at least 4 years of experience in IT project management focused on low-code platform delivery. Proven experience managing complex, multi-stakeholder projects in global organizations is essential, as is a strong understanding of integration architectures and data governance.
