Job Overview: The Senior Advocacy Officer will play a crucial role in the Global Policy and Advocacy (GPA) division, focusing on the Digital Public Infrastructure (DPI) and Inclusive Financial Systems (IFS) strategies within the Global Growth and Opportunity (GGO) division. This position is pivotal in advancing the foundation's advocacy goals in Asia, particularly in promoting safe and inclusive DPI and IFS. The officer will be responsible for developing and implementing advocacy strategies that engage Asian government decision-makers, ensuring they have access to necessary evidence, technologies, and policy guidance. The role requires building partnerships with various stakeholders, including government departments, multilateral organizations, and regional forums, to elevate DPI as a standard approach to digital development in low- and middle-income countries. The officer will also represent the foundation in high-level discussions and negotiations, aiming to influence policy and funding decisions that align with the foundation's mission.
Duties and Responsibilities: The Senior Advocacy Officer will be tasked with several key responsibilities, including: 1) Developing and implementing advocacy strategies for DPI and IFS in Asia, ensuring these strategies are aligned with the foundation's global agenda. 2) Negotiating and managing a portfolio of investments that have measurable impacts on DPI and IFS advocacy goals. 3) Building a robust ecosystem of partners and grantees to support advocacy efforts in the region. 4) Representing the foundation in discussions with Asian government stakeholders, including ministries responsible for ICT, social protection, and financial regulation. 5) Collaborating with the foundation's regional offices to facilitate South-to-South learning opportunities between Asian and African countries regarding DPI. 6) Engaging with international bodies such as the World Bank and UN to promote DPI as a standard for digital development. 7) Supporting regional bodies in developing standards for national and cross-border DPI and regulations. 8) Working with resource mobilization leads to secure donor financing for DPI initiatives. 9) Producing analytical reports and briefings on DPI policy and funding issues for foundation leadership. 10) Serving as a key contact for internal and external stakeholders on DPI, IFS, and AI-related matters.
Required Qualifications: Candidates must possess a recognized global professional background with extensive expertise in DPI, IFS, and advocacy. They should have strong relationships with relevant Singaporean government departments and a deep understanding of the policy and regulatory frameworks that govern DPI and IFS. The ideal candidate will have experience in developing and implementing advocacy strategies that influence policymakers and stakeholders across various sectors. They should also demonstrate the ability to engage with senior policymakers and civil society organizations effectively. A strong grasp of AI's role in enhancing DPI and IFS, as well as strategies to close the gender gap in financial inclusion, is essential. Excellent strategic thinking, communication, and organizational skills are also required.
Educational Background: An advanced degree in public policy, business, international relations, development, or a related field is preferred. Candidates should have a strong academic background that supports their understanding of the complexities involved in financial inclusion, digital infrastructure, and advocacy.
Experience: Candidates should have at least 10 years of senior-level experience in financial inclusion, DPI, or related fields, ideally with a mix of public and private sector experience. They should have held senior technical advisory roles and possess a proven track record of influencing policy and driving advocacy efforts in Singapore and the wider Asia region.
Languages: Fluency in English is mandatory, and proficiency in additional languages relevant to the region would be advantageous. Candidates should be able to communicate effectively with diverse audiences and stakeholders.
