Job Overview: The Palestine Finance Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for leading the finance teams within the organization. This role requires ensuring compliance with HI's standards and local regulations in financial matters, as well as overseeing financial strategy and operational financial management. The position is critical in the context of the ongoing humanitarian crisis in Gaza, where the health system is collapsing, and the population faces severe food insecurity and displacement. The Finance Manager will play a key role in managing financial operations, ensuring that funds are utilized effectively, and contributing to the overall financial strategy of the organization. The role also involves interaction with various stakeholders, including the country head of departments, emergency division finance specialists, and regional finance teams, making it essential for the candidate to possess strong interpersonal and communication skills.
Duties and Responsibilities: The Palestine Finance Manager will have a comprehensive set of responsibilities, including:
Management: Embodying HI's values and leading the finance team by translating the organizational strategy into operational objectives.
Strategy and Steering: Contributing to the drafting and implementation of the financial section of the Operational Strategy, overseeing the breakdown of financial strategy into actionable plans.
Standards and Expertise: Ensuring compliance with HI's financial policies and legal frameworks, and developing specific financial tools as necessary.
Operational Implementation: This includes supervising budget drafting, ensuring optimal use of funds, managing accounts, overseeing institutional funding compliance, and ensuring effective cash-flow management.
Profession Facilitation: Monitoring and facilitating the professional development of finance team members.
Emergency Preparedness and Response: Leading emergency preparedness actions and reorganizing team priorities in response to humanitarian needs.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Finance or Accounting and have a minimum of 5 years of experience in financial management, including knowledge of administrative and legal aspects of financial management. Familiarity with international donor procedures (such as USAID, UN, EU, UK, GFFO, GAC, ECHO, FCDO, BMZ) is essential. The ideal candidate should also demonstrate excellent diplomatic, presentation, and interpersonal communication skills, as these are crucial for effective collaboration with various stakeholders.
Educational Background: A Bachelor’s Degree in Finance or Accounting is required for this position. This educational background provides the foundational knowledge necessary for managing financial operations and understanding complex financial regulations and compliance requirements.
Experience: The position requires a minimum of 5 years of experience in financial management. This experience should encompass a comprehensive understanding of both the administrative and legal aspects of financial management within organizations, particularly in contexts involving international donors and compliance with their procedures.
