Job Overview: The HR Manager position at Humanity & Inclusion is a critical role that involves overseeing the human resources department and ensuring the effective management of HR functions within the organization. The HR Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for managing a team within the HR department. This position requires a strong understanding of HR strategies and the ability to translate organizational objectives into actionable plans. The HR Manager will play a key role in developing and implementing HR policies, ensuring compliance with legal obligations, and fostering a positive work environment that aligns with HI's values. The role also involves strategic planning, operational implementation of HR practices, and emergency preparedness in response to humanitarian crises. The HR Manager will be expected to contribute to the overall mission of HI by ensuring that the organization has the necessary human resources to effectively respond to the needs of vulnerable populations.
Duties and Responsibilities: The HR Manager will have a comprehensive set of responsibilities, including but not limited to:
Management: Act as an exemplary manager who embodies HI's values and serves as a role model for the team. Organize and oversee the operational management of the HR team, ensuring clarity in objectives and facilitating problem-solving.
Strategy and Supervision: Assist in writing the HR section of the regional strategic plan (STRATOP) and implement the HR action plan for the country. Contribute to major HR reorganizations and compile standard HR indicators to mitigate risks.
Standards and Compliance: Implement HI’s HR policies and frameworks, ensuring compliance with legal obligations and monitoring the renewal of necessary legal documents.
Operational HR Implementation: Contribute to the dimensioning and quality of program resources, manage the HR cycle, and ensure compliance with recruitment processes.
Career Management: Organize and monitor the implementation of career management policies and develop the skills of managers.
Administrative Management: Ensure the quality of administrative management for HI staff, including payroll processes and compliance with national legal frameworks.
Required Qualifications: Candidates for the HR Manager position must possess a minimum of 3 years of experience in HR management, administration, change management, or organizational development. They should have technical skills in various HR functions, including recruitment, learning and development, performance management, and compensation and benefits. Strong diplomatic, presentation, and interpersonal communication skills are essential, along with a demonstrated ability to build capacity and train others. The ideal candidate will also have a deep understanding of the humanitarian context and the challenges faced by vulnerable populations.
Educational Background: A relevant educational background is required for the HR Manager position, typically including a degree in human resources management, business administration, or a related field. Advanced degrees or certifications in HR management or organizational development may be preferred, reflecting the complexity and demands of the role within a humanitarian context.
Experience: The HR Manager should have at least 3 years of relevant experience in HR management, with a proven track record of successfully managing HR functions in challenging environments. Experience in the humanitarian sector or with organizations that operate in crisis situations is highly desirable, as it provides valuable insights into the unique challenges faced by such organizations.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Arabic is highly advantageous, given the operational context in Jordan and the West Bank, and may enhance communication with local staff and stakeholders.
Additional Notes: The position is based in Amman, Jordan, with the possibility of travel to the West Bank if feasible. The contract duration is 6 months, starting from April 1, 2026, with the potential for extension. The role is unaccompanied, and housing will be provided collectively by HI. The compensation package includes a gross monthly salary starting from 2757€, a per diem based on the location, and various benefits such as medical coverage, pension scheme, and paid leave. The organization also offers support for emergency preparedness and response, ensuring that the HR Manager is equipped to handle the challenges of working in a humanitarian context.
