Job Overview:
The Human Resources Assistant plays a crucial role in supporting the Human Resources functions within the Independent Investigative Mechanism on Afghanistan. This position involves a variety of responsibilities related to recruitment, personnel administration, staff development, and general office support. The HR Assistant will work closely with the Administrative Officer and will be involved in the entire recruitment process, from candidate selection to onboarding. The role requires a strong understanding of human resources policies and procedures, as well as the ability to manage multiple tasks efficiently. The HR Assistant will also be responsible for maintaining HR-related databases, preparing reports, and providing support for training and development initiatives. This position is essential for ensuring that the organization attracts and retains qualified personnel while fostering a positive work environment.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a wide range of duties, including but not limited to: participating in the selection process for candidates, evaluating applications, preparing candidate profiles, conducting preliminary interviews, and managing vacancy announcements. The assistant will also handle reference checks, academic verifications, and the completion of pre-recruitment formalities. Additionally, the HR Assistant will organize competitive recruitment examinations, maintain personnel action records, and advise staff on visa matters. The role includes processing requests for entitlements and claims, assisting in staff development training, and providing administrative support for classification requests. The HR Assistant will conduct exit interviews, maintain HR automated systems, and prepare reports on HR-related issues. Furthermore, the assistant will provide general office support, including drafting correspondence, managing budgets, and scheduling appointments. The position also involves training and supervising new staff and assisting with data analysis and presentations.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of seven years of experience in human resources management or administrative services is required. This experience can be reduced to five years for candidates with a first-level university degree or higher. Experience within the United Nations common system or another international organization is desirable, as is familiarity with Enterprise Resource Planning (ERP) systems such as Umoja or Inspira. Additionally, candidates should have experience in data analytics or related areas, which is also considered desirable.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have their relevant experience requirement reduced, highlighting the importance of educational qualifications in the selection process.

Experience:
The position requires a minimum of seven years of relevant experience in human resources management, administrative services, or a related area. For candidates with a first-level university degree or higher, the required experience is reduced to five years. Additionally, candidates should have at least three years of experience within the United Nations common system or another international organization, which is considered desirable. Experience with ERP systems and data analytics is also beneficial for this role.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset, although not mandatory for this position.

Additional Notes:
This position is temporarily available until 30 September 2026, with the possibility of extension based on the availability of funds and the extension of the mandate. The recruitment is subject to local recruitment rules, meaning that candidates must be based in the country or within commuting distance of the office.
