Job Overview: The Programme Management Officer plays a crucial role in the implementation, monitoring, and evaluation of various programmes and operations within the DMFAS Programme. This position requires a proactive approach to managing projects, including the development and evaluation of assigned programmes and projects. The officer will be responsible for analyzing programme/project development, identifying issues, and proposing corrective actions. The role also involves conducting research, analyzing data, and presenting findings to support policy development and decision-making processes. The officer will engage in outreach activities, including training workshops and seminars, to enhance the capacity of client institutions. Additionally, the officer will coordinate budget-related activities and maintain comprehensive records of all programme-related activities, ensuring effective execution and reporting.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including but not limited to: participating in the development and evaluation of programmes/projects; monitoring and analyzing programme/project implementation; conducting consulting assignments and facilitating workshops; researching and presenting information from diverse sources; assisting in policy development and analysis; designing data collection tools and interpreting responses; preparing written outputs such as reports and background papers; providing support for meetings and conferences; conducting outreach activities and training sessions; leading field missions and drafting mission summaries; coordinating budget and funding activities; maintaining records on programmes and projects; developing an understanding of relevant systems and tools; and performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to project and programme management, particularly in the context of public debt management. The ability to identify and analyze issues, conduct independent research, and apply judgment in various assignments is essential. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. A commitment to gender perspectives and inclusivity in all areas of work is also required.
Educational Background: An advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree in these fields, combined with qualifying experience, may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience dealing with debt management issues and familiarity with public debt management systems is desirable. Additionally, experience in technical cooperation projects within the United Nations Common system is preferred.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of French is desirable, as well as proficiency in Russian, Arabic, or Spanish at varying levels. Candidates should refer to the UN Language Framework for specific language skill requirements.
Additional Notes: This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to candidates based at the duty station, and eligibility may be restricted to 'internal candidates' who have been recruited through a competitive examination or selection process.
