Job Overview: The Senior Operations Officer position is a critical role within the Mongolia Resident Mission (MNRM) of the East Asia Department at ADB. The successful candidate will be stationed in Ulaanbaatar, Mongolia, and will report directly to the Country Operations Head and/or designated international staff. This role involves supporting the operations of the MNRM, managing the sovereign operations portfolio, and collaborating with government counterparts to address project-related issues. The Senior Operations Officer will leverage their country experience to enhance project administration practices, ensuring alignment with ADB's operational policies and strategic priorities. The position requires a proactive approach to portfolio monitoring, operational support, capacity building, stakeholder engagement, and strategic alignment to deliver measurable development outcomes that contribute to ADB's overarching goals.
Duties and Responsibilities: The Senior Operations Officer will be responsible for a variety of duties, including but not limited to: coordinating and monitoring the sovereign operations portfolio to ensure compliance with ADB policies; collaborating with regional, sector, and thematic teams on portfolio management; identifying risks and bottlenecks in project implementation and proposing remedial actions; providing guidance and training to executing agencies to enhance their institutional capacity; sharing lessons learned and best practices to improve project management efficiency; working closely with government counterparts to align projects with national priorities; coordinating with donors and development partners to strengthen aid effectiveness; facilitating Board and management visits; ensuring operations contribute to ADB's strategic directions; promoting accountability and effective resource use; and providing inputs to strengthen portfolio performance and long-term impact.
Required Qualifications: Candidates for the Senior Operations Officer position must possess a Bachelor's degree in engineering, accounting, science, business administration, commerce, economics, or other relevant disciplines. A Master's degree or equivalent is preferred. Additionally, candidates should have at least 8 years of relevant professional experience, particularly in projects funded by multilateral development financing institutions, and a minimum of 4 years of supervisory experience. A sound knowledge of different stages of the project cycle and project administration practices is essential, along with demonstrated research and data-interpretation skills. The ability to collect, organize, and draft reports based on large amounts of data is crucial. Strong teamwork and collaboration skills are necessary, as well as experience in liaising across departments and mentoring junior staff. Proven relationship management skills and a client-oriented approach are also required, along with a responsive, flexible, and professional demeanor in all interactions.
Educational Background: The educational background required for the Senior Operations Officer position includes a Bachelor's degree in a relevant field such as engineering, accounting, science, business administration, commerce, or economics. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of complex project management and operational practices.
Experience: The position requires candidates to have at least 8 years of relevant professional experience, particularly in managing projects funded by multilateral development financing institutions. Additional Notes: This appointment is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of Mongolia. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational unit's requirements. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
