Job Overview:
The consultant will play a crucial role in the Ecuador CBIT II project, which focuses on strengthening national capacity for implementing the Enhanced Transparency Framework in Ecuador. This position is part-time and home-based, expected to last for 7 months. The consultant will be responsible for providing baseline information and facilitating stakeholder input to ensure a high-quality design of the project. This involves working closely with the national government, international consultants, and other key stakeholders to deliver timely outputs as outlined in the Terms of Reference. The consultant will also engage in various tasks such as preparing stakeholder engagement plans, obtaining baseline information, and providing technical input on transparency and climate change issues. The role requires a proactive approach to managing stakeholder relationships and ensuring that project objectives align with national climate transparency agendas.

Duties and Responsibilities:
  • Prepare and implement the stakeholder engagement plan for the PPG phase, which includes identifying stakeholders, organizing workshops, and preparing reports.
  • Obtain baseline information on key stakeholders, national policies, and ongoing initiatives related to climate change.
  • Provide input on risks to successful project execution, particularly concerning safeguards.
  • Facilitate the revision and validation of project documents by national stakeholders.
  • Support the Ministry in preparing and following up on co-financing letters.
  • Contribute to the drafting of the CEO endorsement document, including gender analysis and action plans.
  • Respond to reviews from UNEP, GEF consultants, and government entities.
  • Support the Ministry’s climate transparency agenda to ensure alignment with project formulation. Performance indicators include the timely submission of high-quality reports as determined by UNEP.

Required Qualifications:
The position requires an advanced university degree in fields such as environmental studies, climate change, economics, development, engineering, finance, administration, international cooperation, or a related discipline. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted. Candidates must have a minimum of two years of experience working in the field of climate change in Latin America and the Caribbean, with specific experience in Ecuador being essential. Familiarity with the institutional setting, public policies, and experience working with institutional actors in Ecuador is required. Experience with multilateral or bilateral funding entities in climate change, environment, or development is desirable, as is experience in developing climate change mitigation or adaptation projects and stakeholder consultation processes.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as environmental studies, climate change, economics, development, engineering, finance, administration, international cooperation, or a related discipline. A first-level degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree, highlighting the importance of both formal education and practical experience in the field.

Experience:
The consultant should have a minimum of two years of experience in the climate change sector, specifically within Latin America and the Caribbean. Experience working in Ecuador is crucial, as it involves knowledge of the local institutional framework and public policies. Additionally, candidates should have experience working with multilateral or bilateral funding entities and in developing climate change-related projects or policies. Experience in stakeholder consultation processes is also highly desirable, as it is essential for engaging with various stakeholders effectively.

Languages:
Fluency in both English and Spanish is required for this consultancy, as these are the primary working languages for the position. Proficiency in French is also beneficial, given that it is one of the working languages of the United Nations Secretariat. Strong communication skills in these languages are necessary for effective interaction with government representatives and project team members.
