Job Overview:
The Technical Advisor, Polio will provide strategic and technical leadership for the STRengthening Infectious Disease DEtection Systems (STRIDES) Activity, focusing on polio eradication-related surveillance, laboratory strengthening, and case detection. This role involves ensuring that STRIDES polio activities align with global guidance, national policies, and donor regulations while delivering high-quality technical assistance across participating countries. The advisor will oversee in-country implementation, working closely with regional and country teams to troubleshoot challenges and adapt interventions to evolving contexts. The position also includes supporting capacity strengthening, mentoring, and technical assistance to local partners and government counterparts in various domains related to polio surveillance and laboratory operations. The advisor will contribute to FHI 360’s technical thought leadership by developing tools and guidance that enhance the organization’s visibility in polio eradication and infectious disease surveillance.

Duties and Responsibilities:
The Technical Advisor will lead the creation and implementation of the technical portion of the STRIDES - Polio Activity plan at the country level, ensuring compliance with contract requirements and FHI 360 policies. Responsibilities include coordinating with technical and programmatic staff, supervising field staff and local consultants, providing technical direction, and preparing budgets. The advisor will also develop strategies for the design and implementation of specific technical components, ensure high-quality implementation in line with global standards, and review donor financial and technical reports. Additionally, the advisor will be responsible for identifying training gaps, developing training systems, and ensuring the quality of technical deliverables.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field. Project Management Certification is a plus. The position requires in-depth functional knowledge around polio eradication efforts, especially in surveillance, case investigation, and laboratory services. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to manage projects and set realistic priorities. Candidates should have experience in influencing others and negotiating effectively.

Educational Background:
A Master’s Degree or its international equivalent in a relevant field is required. Additional certifications in project management are advantageous, as they demonstrate a commitment to professional development and effective project execution.

Experience:
Typically, candidates should have at least 8 years of relevant experience in designing and evaluating programs/services, with a focus on polio eradication public health initiatives. A minimum of five years of experience specifically in polio eradication efforts, particularly in developing countries, is required. Experience managing large-scale public health initiatives and familiarity with polio surveillance and specimen transportation is essential. Prior work experience in NGOs, government agencies, or private organizations engaged in polio eradication is preferred.

Languages:
Fluency in English is mandatory, and proficiency in additional languages relevant to the regions served by STRIDES is considered a plus, enhancing communication with local partners and stakeholders.

Additional Notes:
The position may require local and regional travel of 10% - 25%. The expected hiring range for this role is KES 6,000,000 - 9,000,000 annually for basic salary, with considerations for relevant experience and education.
