Job Overview: The Programme Management Officer will play a crucial role in developing, implementing, and evaluating various programs and projects within the UN framework. This position requires a proactive approach to monitoring and analyzing program development, identifying issues, and initiating corrective actions. The officer will collaborate with clients to facilitate workshops and assist in managing change effectively. A significant aspect of the role involves researching and analyzing information related to compliance and accountability frameworks, particularly in peace support operations. The officer will also coordinate policy development, generate survey initiatives, and prepare written outputs, including reports and publications. The position demands strong organizational skills to manage budget-related activities and provide substantive support for meetings and conferences. The Programme Management Officer will also be responsible for outreach activities and presentations on assigned topics, ensuring effective communication and stakeholder engagement.
Develop, implement, and evaluate assigned programs/projects, monitoring and analyzing their development and implementation.
Perform consulting assignments in collaboration with clients, facilitating workshops and assisting in action plan development.
Research, analyze, and present information from diverse sources, particularly regarding the African Union Compliance and Accountability Framework.
Coordinate policy development, including issue analysis and preparation of evaluations or research activities.
Generate survey initiatives, designdata collection tools, and analyze responses to prepare conclusions.
Organize and prepare written outputs, such as background papers, reports, and publications.
Provide substantive backstopping for consultative meetings and conferences, including agenda preparation and document organization.
Initiate and coordinate outreach activities, making presentations on assigned topics.
Manage budget-related activities, preparing documents and reports related to program/project funding. 1

Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in management, international relations, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Candidates should demonstrate a strong understanding of project or program management, administration, and international relations, with a focus on conduct and discipline matters. Knowledge of UN standards and practices is essential, along with the ability to analyze and resolve complex issues effectively.
Educational Background: An advanced university degree (Master's degree or equivalent) in management, international relations, or a related field is required for this position. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience. This educational background is crucial for understanding the complexities of program management and the operational environment of the United Nations.
Experience: A minimum of seven years of progressively responsible experience in project or program management, administration, international relations, or a related area is required. Candidates should have experience analyzing problems related to conduct and discipline matters, with a preference for those who have worked in field operations, particularly in complex emergencies or post-conflict environments. Experience in legal research or information management at the national or international level is also desirable, as it contributes to the candidate's ability to navigate the legal frameworks relevant to the UN's operations.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, with a recommended proficiency level of UN Level I. Proficiency in both languages will enhance the candidate's ability to communicate effectively within the UN Secretariat and engage with diverse stakeholders.
