Job Overview:
As the Senior Project Officer (Energy), you will play a pivotal role in providing technical expertise and operational support within the Energy Sector Division of ADB. Your primary responsibilities will include overseeing energy sector projects in Turkmenistan, collaborating with government entities, and ensuring effective project implementation and analysis. You will be tasked with administering both delegated and non-delegated energy sector projects, contributing to capacity building activities, and representing ADB in various meetings and engagements. This position requires a strong understanding of energy policies, project management, and the ability to liaise effectively with key stakeholders, including government ministries and development partners. You will also be responsible for conducting sector research, preparing assessments, and providing advisory inputs on energy-related matters, thereby supporting national strategies and development effectiveness.

Duties and Responsibilities:
The duties and responsibilities of the Senior Project Officer (Energy) include conducting sector research and updating sector information, preparing technical, financial, and institutional assessments, and contributing to sector studies. You will provide advisory inputs on energy policies, including power and renewable energy, gas transmission, and regulatory frameworks. Acting as a liaison between ADB and key government counterparts, you will help process loans and lead technical assistance projects. Your role will involve administering delegated energy projects, including consultant recruitment, procurement reviews, and contract awards. You will monitor project performance, maintain accurate portfolio data, and prepare performance reports. Additionally, you will participate in consultation and programming missions, lead technical studies, and deliver capacity-building programs. You will also mentor junior team members and perform other responsibilities as assigned by your supervisor.

Required Qualifications:
To qualify for this position, you must possess a Bachelor's degree in Finance, Business Administration, Public Administration, or a related discipline, with a preference for candidates holding a Master's degree or equivalent. You should have at least 8 years of relevant work experience, including a minimum of 4 years in a supervisory role. Candidates should demonstrate experience in conducting background research, handling numeric work, and managing information systems. A deep understanding of ADB's workflows and the ability to make informed decisions based on causal links and priority setting is essential. Proficiency in written and verbal communication in English is mandatory, and knowledge of the local language is advantageous. Experience working collaboratively in teams is also required, along with two years of relevant experience outside ADB within the past five years.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as Finance, Business Administration, or Public Administration. A Master's degree or equivalent qualification is preferred, as it demonstrates a higher level of expertise and understanding of the complexities involved in energy sector projects and policies. Candidates should have a solid foundation in financial analysis, project management, and public policy to effectively contribute to ADB's mission and objectives.

Experience:
The position requires at least 8 years of work experience in relevant fields, with a minimum of 4 years in a supervisory capacity. Candidates should have experience in conducting research, managing projects, and working with various stakeholders in the energy sector. Relevant experience outside ADB within the past five years is also necessary, which may include roles in government, private sector, or non-governmental organizations. This experience should demonstrate the ability to lead projects, engage in policy dialogue, and deliver knowledge solutions effectively.

Languages:
Proficiency in written and verbal English is mandatory for this position. Additionally, knowledge of the local language is considered an asset, as it facilitates communication with local stakeholders and government counterparts. Effective communication skills are crucial for liaising with various entities and ensuring successful project implementation.

Additional Notes:
This position is a local staff appointment, open only to nationals and permanent residents of Turkmenistan. It is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on the organizational needs and the staff's performance. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise.
