Job Overview: The MEAL/IM Specialist will play a crucial role in strengthening the capacity and monitoring of DRC's local partners in the Monitoring, Evaluation, Accountability, and Learning (MEAL) and Information Management (IM) activities under the Localized Rapid Response Mechanism (RRM) project in the Northwest region of Cameroon. This position involves ensuring effective implementation of MEAL processes, contributing to DRC's overall strategy, and enhancing accountability and learning at the country level. The specialist will work closely with local partners to ensure that all MEAL activities are aligned with project goals and donor requirements, facilitating data-driven decision-making and promoting best practices in humanitarian response.
Duties and Responsibilities: The MEAL/IM Specialist will be responsible for a wide range of duties, including:
Project Initiation: Developing a comprehensive MEAL plan that outlines all activities, methodologies, timelines, responsibilities, and budget requirements.
Project Implementation: Coordinating with partners for timely updates on Indicator Trackers, conducting data quality checks, and preparing periodic donor reports.
Monitoring & Learning: Supporting project teams in data collection tool development, leading outcome and impact measurement initiatives, and assisting in trend analysis.
Accountability to Affected Populations: Ensuring feedback mechanisms are in place and acted upon.
Project Closure: Ensuring all MEAL deliverables are met and documentation is archived for compliance.
Evaluation & Learning: Facilitating project evaluations and capturing lessons learned.
Project Design: Contributing to the Theory of Change and drafting MEAL technical activity designs.
Data Collection: Designing data collection tools and training project teams. 1

Data Reporting: Generating reports and dashboards. 1
Technical Support: Providing guidance on data collection tools and managing user access. 1

Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field such as international development, social sciences, statistics, or public health, along with at least four years of relevant experience, or a Master’s degree with a minimum of five years of experience in monitoring, evaluation, accountability, and learning (MEAL) within humanitarian and development programs. Experience working with international NGOs, UN agencies, and local authorities in refugee settings or emergencies is essential. Candidates should have a strong understanding of MEAL principles, experience with various donor requirements, and familiarity with DRC's core sectors. Advanced skills in data collection and analysis, as well as proficiency in software such as Kobo Toolbox and ODK, are required. Excellent communication skills and the ability to work under pressure are also necessary.
Educational Background: A Bachelor’s degree in a relevant field (international development, social sciences, statistics, public health, etc.) is required, with a preference for candidates holding a Master’s degree. The educational background should provide a solid foundation in the principles of monitoring and evaluation, data analysis, and humanitarian response.
Experience: Candidates should have a minimum of four years of relevant work experience in MEAL for those with a Bachelor’s degree, or five years for those with a Master’s degree. Experience should include working with international NGOs, UN agencies, and local authorities in contexts involving refugees or emergencies. Proven experience in managing donor requirements and understanding of mixed methods approaches is essential.
Languages: Full professional proficiency in English is mandatory. Knowledge of local languages or the languages of the communities served is desirable, as it enhances communication and engagement with affected populations.
