Job Overview:
The Associate Data and Information Management Officer will play a crucial role in supporting the digitalization project in Belize. This position involves coordinating with both government and non-government stakeholders to develop software for the asylum system and enhance the technical capacity of the government IT Unit. The incumbent will work closely with staff in Belize and liaise with MCO Panama and the Regional Bureau on data-related matters. The role encompasses a wide range of responsibilities, including assessing, designing, implementing, and evaluating data and statistical activities. The officer will analyze the information landscape, define data needs, and design processes for data collection, analysis, storage, and dissemination. Additionally, the officer will monitor and evaluate data management activities, ensuring compliance with technical standards and data privacy policies. The position requires effective communication of the status and importance of data, as well as providing necessary insights for country reports and analysis.

Duties and Responsibilities:
The duties of the Associate Data and Information Management Officer include coordinating data and information management activities, supporting the design and implementation of data strategies and systems, and ensuring the collection, storage, management, and protection of data. The officer will also work on consolidating data systems, ensuring consistency for country, global, and regional analysis, and supporting data security and responsible data-sharing practices. The role involves analyzing primary and secondary data for informed decision-making, monitoring data management activities for integrity and compliance, and providing technical support and training to UNHCR staff and partners. Furthermore, the officer will assist the Refugee Department in designing and deploying a new case management system, develop refugee statistics reports, and support the implementation of UNHCR registration activities, ensuring compliance with global standards. Other responsibilities include establishing partnerships for effective case and data management approaches and performing related duties as required.

Required Qualifications:
Candidates must have relevant experience in data collection, management, and analysis to support policy formulation and implementation. Essential qualifications include experience with UNHCR registration and identity management systems, knowledge of UNHCR standards in data management and protection, and experience supporting government institutions in developing case management and data analysis processes. Functional skills required for this position include data collection methodologies, data management, database design and development, and proficiency in statistical analysis. The candidate should also possess skills in data governance, quality assurance, and interoperability, as well as knowledge of qualitative and quantitative data analysis.

Educational Background:
The educational background required for this position includes an undergraduate degree with three years of relevant experience, a graduate degree with two years of relevant experience, or a doctorate degree with one year of relevant experience.
