Job Overview:
The Senior Operations and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer plays a crucial role in the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Jordan. This position is responsible for ensuring the delivery of all logistics-related services in compliance with FHI 360 and US Government regulations, policies, and procedures. The officer will establish and oversee systems for various operational functions including purchasing, supply chain management, travel logistics, inventory management, facility management, and fleet management. The role requires collaboration with colleagues across departments to identify system needs and process bottlenecks, developing unique solutions to enhance operational efficiency and accountability. The officer will also support compliance monitoring and enforce systems to mitigate waste, fraud, and abuse, while developing instructional materials and facilitating training for staff as needed.

Duties and Responsibilities:
The Senior Operations and Logistics Officer will lead procurement processes in coordination with finance and technical teams, ensuring compliance with US Government and organizational policies. Responsibilities include developing and maintaining a procurement tracking system to monitor timelines and delivery status, identifying and managing vendors, supporting competitive bidding processes, and maintaining an asset and inventory registry in Jordan. The officer will ensure that logistic and procurement activities are documented and adhere to US Government export compliance and Jordanian importation regulations. Additionally, the officer will oversee project facilities and fleet management, including offices, warehouses, and vehicles, ensuring compliance with regulations. Other duties include managing office functions, providing administrative support for travel and meetings, and determining field operating costs related to logistics and procurement.

Required Qualifications:
Candidates must possess in-depth knowledge of procurement, budgeting, and supply chain management best practices, particularly for international development projects. A strong understanding of US Government policies and regulations governing acquisition awards is essential. The officer should be a capable negotiator with experience in establishing contracts and managing vendors. Strong operational, procurement, logistics, and administrative systems knowledge within donor-funded projects is required, along with the ability to manage multiple processes simultaneously while meeting deadlines. Experience in implementing procurement procedures and vendor selection processes is necessary, as is knowledge of international donor procurement regulations and fraud detection techniques. Excellent verbal and written communication skills in both English and Arabic are mandatory.

Educational Background:
A Bachelor’s Degree or its international equivalent in Supply Chain, Logistics, Economics, Finance, Engineering, or Business Administration is required. A Master’s degree or other advanced degree is preferred, along with certification or a degree in logistics and/or supply chain management.

Experience:
Candidates should have 5-8 years of experience managing procurement, logistics, and other operations, preferably in the context of US Government-funded international development projects. A demonstrated ability to establish and execute operational procedures that comply with US Government and organizational policies is crucial. Experience in establishing operational systems for new projects is preferred, along with proficiency in database management software and inventory management systems.

Languages:
Fluency in English and Arabic is required, with excellent verbal and written communication skills in both languages being essential for the role.
