Job Overview:
The MEAL Lead will be responsible for leading the design and implementation of a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework across various sectors including Health, Nutrition, WASH, and Protection. This role is crucial for ensuring rigorous monitoring of outputs, outcomes, and indicators, which will facilitate adaptive management of programs. The MEAL Lead will oversee high-quality data collection, verification, analysis, and reporting, while also managing accountability mechanisms to ensure that affected populations can provide feedback and lodge complaints. The position requires collaboration with country-level MEAL, Program, Technical teams, and field staff to maintain consistent data quality and foster a culture of learning within the organization.

Duties and Responsibilities:
The MEAL Lead will undertake several key responsibilities, including:
  • Designing and implementing a MEAL framework that aligns with the organization's goals across Health, Nutrition, WASH, and Protection sectors.
  • Monitoring outputs, outcomes, and indicators against approved logframes to support adaptive management and program improvements.
  • Ensuring high-quality data collection, verification, analysis, and utilization for reporting and informed decision-making.
  • Managing accountability to affected populations (AAP) mechanisms, including the establishment and maintenance of feedback and complaints systems.
  • Coordinating with country-level MEAL, Program, and Technical teams, as well as field staff, to ensure consistent data quality and promote learning across all levels of the organization.

Required Qualifications:
Candidates must possess experience in designing and implementing MEAL systems for multisector humanitarian programs. A strong understanding of logframe-based monitoring, indicator tracking, and data quality assurance is essential. Proven ability to manage high-quality data collection, verification, analysis, and reporting is required. Familiarity with accountability to affected populations (AAP) approaches, including feedback and complaints mechanisms, is also necessary. The candidate should demonstrate strong analytical skills, attention to detail, and the ability to synthesize complex information clearly. Additionally, the ability to work effectively in fast-paced emergency contexts with tight deadlines and evolving priorities is crucial.

Educational Background:
A relevant educational background is required, typically including a degree in a field related to social sciences, public health, international development, or a similar discipline. Advanced degrees may be preferred, depending on the specific requirements of the role and the organization.

Experience:
The position requires significant experience in the humanitarian sector, specifically in roles related to monitoring, evaluation, accountability, and learning. Candidates should have a proven track record of successfully implementing MEAL systems in complex, multi-sectoral environments, demonstrating their ability to adapt to changing circumstances and manage competing priorities effectively.

Languages:
Strong spoken and written proficiency in English is essential, while proficiency in French is also required. Additional language skills relevant to the regions in which Relief International operates may be considered an asset, enhancing communication with diverse populations and stakeholders.
